Justice From The Perspective Of The New Rural Cooperative Researchcase Jianping County Of Liaoning Province

The new rural cooperative medical system is the medical mutual redress for rural people,which is organized, guided and supported by the government, participated voluntarily by rural residents, funded by multiple parts including the individual,the collective and the government, focused on compensating catastrophic diseases. As one of the key parts of Rural Social Security System, It was created for the protection of health for farmers and narrowing the gap between urban and rural as well as has a great guiding significance for building the socialist harmonious society. However, a great number of problems in the new rural cooperative medical system are discovered gradually as the pilot work progressed. If these problems are not solved properly, the sustainable development of new rural cooperative medical system will be surely affected. Based on Rawls'theory of justice , analysis the operation effectiveness and the existing problems of the new rural cooperative medical system. Combined with analyzing the new rural cooperative medical system operation condition and problems of Jianping county, a case study is given, and then put forward five proposal to improve the new rural cooperative medical system:First,to define the obligation of government and play some roles; Second, to increase government financial investment; Third, to improve the service level of new rural cooperative medical system agencies; Four, to improve the new rural cooperative medical system compensation and increase the payment levels gradually; Five, to strengthen the new rural cooperative medical system supporting system mechanism.
