Design And Implementation Of Daqing 120 Emergency Command And Dispatch Information System

Daqing 120 system has been in use for over a decade, most hardware and software of which have reached the limit of their usage. The systematic features are falling behind, system functioning are losing and malfunctions happen all the time, all of which made the 120 system unsuitable for the future developing requirement of Daqing Emergency Service.This article specifically introduces requirement analysis, structural design, detailed implementation and particular actualization of Systematic Structure(SOA) facing service and relevant system based on WEB SERVICE. This system is developed based on computing voice integration system and computing network system, which is also connected via wired or wireless communication system and centered on systematic commanding and dispatching system. It is also equipped with GIS, GPS, wireless digital technology, wireless video transmission and computing decision-making system. All of these features combined would improve the facilities’ quality of commanding and dispatching center significantly.Daqing 120 system would incorporate the 120 commanding and dispatching center and emergency stations and hospitals spreading all over the city together into a unity via digital map, satellite location, computing commanding and other approaches in order to actualize united calling receiving, commanding, dispatching and integrate all original “single islands” to the shared online platform of 120 system. This system also realizes complete documentation process regarding patient data, urgent medical information, medical statistic data, urgent solution, call receiving and the entire medical procedure. The voice record and video record would be synchronized and saved permanently.This article introduces the background information and meanings of this program in the first, current research and developing trend of domestic and overseas institutions and detailed description of key techniques, basic requirement, supporting system, systematic structure and composition of software and hardware of Daqing 120 emergency commanding and dispatching platform. It also includes design and implementation of each sub-system.This system has achieved ideal performance and reached the original target as anticipated at the very beginning. It solves the problem that medical resources and emergency facilities can’t be smoothly connected, and realizes reasonable management and application of Daqing Emergency Medical Aid Resources.
