The study collected and analyzed of domestic and foreign medical resources allocation mode, combined with the health development of Tianjin, based on the third and fourth Tianjin health services survey data and the Tianjin health data (2010), the utilization of medical services in hospital, the health resources allocation and the main influence factors were analyzed, predicted the health resources for the future demand, and put forward some suggestions for furthering optimize health resources allocation, improving the efficiency of using resources, developing regional health development program.Mutiple methods include literature research, the descriptive research, experts consultation and the statistical analysis:(1)literature research:collected related literature at home and abroad, obtained related theory and practice material of demand and utilization in domestic and foreign about medical services in hospital;(2)the descriptive research:analyzed the utilization of medical services in hospital, the health resource allocation and the efficiency of using resources;(3)experts consultation:consulted the health management experts, put forward some suggestions about perfection of medical services in hospital and reasonable allocation of medical resources;(4)the statistical analysis:the Lorenz curve and Gini Coefficient are used to analyze the fairness of medical resource allocation in2010in Tianjin. RSR method is used to analyze the bed resources efficiency. Grey GM (1,1) is used to predict the doctors and beds demand.The results includes:(1)The utilization of medical services in hospital:the number of time of in patients are continue to rise from2005to2010, the days in hospital drop. According to survey, heart disease, cerebrovascular disease, diabetes are the major diseases; The city residents choosed Tertiary Hospital are accounted for47.24%, the rural residents choosed Secondary Hospital are accounted for46.53%; the proportion of send in account the city residents is52.35%, the rural residents is26.95%.(2) Health resources allocation in Tianjin:there are gaps about health resource allocation in different counties in2010, per capita health resources amounts is less than Beijing, Shanghai, Guangzhou. The fairness of medical institution configuration is better than the beds, practice (assistant) physicians, registered nurses, geographic configuration fairness remains to be improved. The efficiency of the beds in tumor hospital and children’s hospital are higher. Personal health spending is46.3%in2005to35.7%in2010.(3)By predicted, the number of time of in patients is expected to reach1.788million people, and the doctors demand is29670, the beds demand is52786.The amount of Health resources increased year by year, but the per capita health resource is relatively low; There is disparity between the urban and rural resource allocation; the government financial input on health is increasing, personal health spending is down; demand for services is increasing, and raised taller requirement for medical resources allocation. Following Demand-Orientation and formulate regional health planning, further coordinate of urban and rural resources alloction about medical and prevention, continue to increase health financial investment, adjust the distribution of health costs, and improve the medical security system, further expand the coverage of medical, strengthen the health personnel training and satisfy health service demand.
