Medical and health service is an important event for people’s living. The development of medical and health is an indicator which can reflect development of a nation’s economy.Since 2009, China has deepened the medical and health reform. Medical and health system has been established which covering people of urban and rural areas. People could obtain safe, effective, convenient and low-price medical service. But "the difficult to getting medical service" "the high-price to obtain medical service" is still a hard nut to crack. In order to solve this problem, it will create a rational distribution that public hospitals play a leading role while non-public hospitals become a supplement.In this context, public hospital will confront new opportunities and challenges.X hospital is a public hospital with 60 year’s history, is a important part of medical distribution of Dalian.Recent year, X hospital has well-developed because of key specialty.But facing more complex environment and policy, X hospital must take a strategic decision. Only in this way, it can enlarge the competition strength, and finally archiving sustainable development.By analyzing the internal and external environment of X hospital and SWOT analysis, X hospital has been affected by policy and economy condition, also need to consider the social and technology elements. X hospital has increasingly growth in medical index and operation. And with the increase of high-end equipment, enhancing the construction of hospital culture, X hospital is on upward trajectory. But it also faced many problems, lacking backbone talent, developing un-balanced among departments. Thus, X hospital must to take several strategies:"key specialty+small comprehensive ", "brand strategy", "human resource strategy ", "service-improving strategy ", "information strategy "to enhance the core competitiveness,and to operate strategy of cost control Resources integration to guarantee the success of the strategy. In order to promote the development of X hospital,it need to consider policy-oriented, economy guiding, brand effect,reserve of talents and controlling methods.
