The performance management(hereafter referred to as the PM) has received widespread attention from domestic to foreign theorists and enterprisers as a management system integrating the strategy,resources,business and actions. Influenced by the changes of the medicine pattern and the policies ,the Chinese hospitals are facing the challenges which the competition drove day by day.The PM based on strategy provides a good opportunity for the hospitals to win the survival, cultivate and promote the competitive advantage,as well as the core competition.Through summarizing the PM correlation theories and comparisive research between domestic and foreign hospitals,the article discovered the main problems and reasons of the first hospital directly under the HeNan Provincial Government (hereafter referred to as the S hospital) in the PM using investigation,discussion, expert consultion and material analysis and so on the methods. The problems include the PM goal was not correct, the indicators not scientific and so on.Secondly, the article carried on the systematic design utilizing BSC, KPI, AHP and so on the methods and technologies in view of the present main questions and reasons,combining with the environmental characteristics of the PM in S hospital. Began from the construction of the system frame, the design divided the PM system into four contents including indicators, communication, appraisal and applies revolving the decomposition of the strategic target. According to the implementation, it was divided into four procedures including planning, communicating,appraising and appling.Finally, the paper put forward some correlative proposals in order to obtain the ideal effects from hospital culture,structure efficiency and trainning.This research will promote the performance management of S hospital.Its conclusion also have a model significance to other hospitals who has faced the similar reform difficulties .
