Public hospitals is the main force in our health care system.weather Layout and operation of the public health care system is reasonable weather,public hospital services is good,whether the conducts is norm,directly related to the owner Life-health and medical experience.Currently,public hospital exists a problem of rigid personnel management system.Medical staff lack of vitality and enthusiasm,all of this affected the development of medical and health services seriously.May 17, 2015 The State Council issued “Guidelines on comprehensive reform of urban public hospital”The guideline stated that To speed up the reform of public hospitals operating mechanism, deepen public hospital personnel system and income distribution system reform, to further mobilize the enthusiasm of the medical staff, improve the quality of medical services.Trying to make people optimistic about the disease,effectively alleviate the problem that the expensive masses and difficult treatment.so that the service provided by public hospital more“equitable access,benefit everyone”.Optimal allocation of human resources is the key to reform of the personnel,but also good premise and foundation hospital personnel management.Therefore, in order to effectively improve the motivation of medical staff,improve medical service quality and efficiency,, we must unnervingly implement the optimal allocation of human resources,establish salary system and supporting incentives to form the correct orientation,promoting the medical staff provided a better serve for the masses.Through analyzed the management situation of personnel in public hospitals in Hunan province,we select S hospital for anexample,using literature research, case analysis and statistical methods,elaborates the practice of how to optimization practice human resource allocation about S hospitals,and the effectiveness analysis about the practice.Since 2013,S hospital start up personnel reform,optimize the allocation of human resources,Its services rose by nearly 52%,patient satisfaction increased 11%,and in the national health care costs rose by an average of 5% to 6% annually in the background, the average cost of hospitalization decreased by 5%.The Data show that the reform effect is obvious,Achieved effectively improve the quality of medical services,improve staff motivation, improve patient satisfaction purposes.And easing the problem of “medical treatment is difficult and expensive.”achieve the tripartite win-win situation among the patients,hospitals, government.This research focuses on how to build a scientific and rational allocation of human resources system, and how to achieve better pay distribution system on the basis of the optimization to maximize staff motivation, the highest efficiency of the service.Therefore the study has s greater universality and promotional value, in order to provide a reference for change public hospital management model.
