| As the lifeline of the development of large public hospitals in our country,most of the procurement process of medical devices only requires public hospitals to report to the local health authorities regardless of whether it is from the establishment of the project,the selection of procurement channels and the actual use of the equipment.However,the local health authorities lack scientific management of the actual procurement needs of large public hospitals,which makes the procurement of medical equipment suffer from unreasonable high prices and unreasonable allocation.This has also led to a decrease in the efficiency of the use of public medical resources.The specific manifestation is that some medical equipment is not fully used in the primary and secondary hospitals,and the equipment is idle,while the tertiary hospitals have insufficient allocation,which reduces the hospital treatment efficiency.Therefore,it is necessary to strengthen management of the procurement of medical equipment in large public hospitals,and an effective means of strengthening management is to use centralized procurement,so that key medical equipment can be under the control of provincial or national health authorities.In addition,in the context of the new medical reform,the state also puts forward requirements for the rational allocation of medical devices in public hospitals.In the guiding opinions on promoting the construction and development of medical consortia issued by the State Council in 2017,it is mentioned to carry out the construction of medical consortia,strengthen the structural layout of medical resources and promote the sinking of various medical device resources,Improve the overall efficiency of the medical service system.However,there are relatively few domestic researches on the centralized procurement of medical equipment in large public hospitals,and most of the research only focuses on the internal procurement management of hospitals.Therefore,the paper will creatively stand in the dual perspective of the government and hospitals,and use the methods of literature research,expert interview and case analysis to establish a centralized medical device procurement system in large public hospitals,which will help to solve the existing problems in the field of centralized medical procurement in Chongqing.The main research contents of the thesis are as follows:First,analyze the current problems and reasons in the procurement of medical equipment in large public hospitals in Chongqing.The thesis firstly used the literature research method to initially summarize the list of problems in the field of medical device procurement,and then discussed the summarized problems through the expert interview method,and finally summarized five existing problems,namely,the formalization of the procurement process and the individual procurement organization.In order to solve these problems,the establishment of a centralized procurement system for medical devices in large public hospitals follows.Second,establish a centralized procurement system for medical equipment in large public hospitals.The paper analyzes and solves the problems in the procurement of medical devices in large public hospitals summarized and analyzed in the previous chapter.First,it sorts out the specific process of centralized procurement of medical devices,including procurement plan,procurement approval,procurement bidding and procurement acceptance,so as to clarify the main factors of each unit.Work.Then design the centralized procurement system for medical devices,divide the centralized procurement system into organizational management system,talent management system,capital management system,information management system,and supervisory management system,and elaborate on them separately,so as to address large public hospitals in a targeted manner Problems in the field of medical equipment procurement.Third,it makes a case study on the practice of centralized procurement of medical devices in large public hospitals in Chongqing.Through the practice of Chongqing in the field of centralized procurement of medical devices,this paper verifies the above-mentioned centralized procurement system.Firstly,by analyzing the current situation of medical device procurement in Chongqing,this paper obtains the necessity of centralized medical device procurement in Chongqing,and then analyzes the practice of centralized medical device procurement in Chongqing over the years,including organization management,talent management,fund management,supervision management and information management.These practices have also produced good results.Thus,it is verified that the centralized procurement system of medical devices in large public hospitals constructed in this paper is reasonable.Fourth,put forward safeguard measures for the centralized procurement of medical devices in large public hospitals in Chongqing.In order to better ensure the establishment of the centralized medical device procurement system of large public hospitals in Chongqing,the paper first draws lessons from the experience of foreign hospital medical device procurement,and then starts from the main contents of the centralized procurement system,that is,organization management system,talent management system,capital management system,information management system and supervision management system,Combined with the practical experience of Chongqing in the field of
