BackgroundsThere are more and more communications between Hangzhou and foreign countries along with Hangzhou’s fast-growing economy. Especially Westlake becomes the world cultural landscape heritage site. Now Hangzhou is not only a famous tourist city in world, also is an important city which the developed countries strengthen trades and investments. More and more large-scale activities just as international meetings and sporting events will be held in Hangzhou from 2016. Successful holding will greatly enhance the fame of Hangzhou. The food safety is one of the important contents which we should fouce on specially.Now, there are some problems of food safety in large-scale activities.Large-scale activities indoor:the hygiene supervisores station in large restaurants to ensure the food safety. Such as the party congresses, government’s meeting and National games etc.The problem is that the Food And Drug Administration (FDA) is lack of a scientific and objective risk assessment index system for food security of large -scale activities.A food-born disease event had been in a big restaurant which its credibility level was A.Large-scale activities Outdoor:Such as music festival, beer festival, fireworks party etc.The problem is that the activities helder can’t be the gatekeeper of food safety really when they gather the food stores for the huge crowd; in every large-scale activitie there are a large number of staff and volunteers, they need generous fast foods. But we are lack of an assessment index system of the fast food factory.The problem in FDA:In China, many food safety laws, codes, rules are out-of-date; the government is lack of an assessment index system for food safety in large-scale activitie; the public don’t know the credibility level of producer of food safety etc.This study is to solve the problems mentioned above.The way is to establish an assessment index system for food safety in large-scale activitie by learning from domestic and international good practice and analysising research materials. The assessment index system is constituted of 5 categories (personnel source, age, weather, food tapy and the producer’s safety level).At last the level of food safety in a large-scale activitie will be expressed in an index by using health statistics on 5 categories. The food safetv index is intuitive and scientific. It is great help for FDA to choose safe restaurant and ensure food safety in a large-scale activitie.MethodsWe use "literature retrieval", "brainstorming", "the expert interview" and the epidemiological field investigations to establish three expert questionnaires, (restaurant, helder of large-scale activitie outdoor, fast food factory). In questionnaire, an assessment index system for food safety in large-scale activitie is constituted first level and second-level indicators. A two-round Delphi consultation is conducted establish a two-level indicator system. It is constituted of 5 categories (personnel source, age, weather, food tapy and the producer’s safety level).At last the level of food safety in a large-scale activitie will be expressed in an index. On the basis of the index, combined with the supervision experience, set an alert line of food safety.Results1. The assessment index system is constituted of 5 categories (personnel source, age, weather, food tapy and the producer’s safety level) in a large-scale activitie. The indicator system for food safety in restaurant is constituted 5 first-level and 32 second-level indicators; the helder of large-scale activitie outdoor is constituted 5 first-level and 34 second-level indicators; the fast food factory is constituted 6 first-level and 32 second-level indicators.2. By Delphi method, the scores of 5 categories:producer’s safety level 0.43, food tapy 0.36, weather 0.10, personnel source 0.07, age 0.04. The scores of 5 first-level in restaurant respectively:health credibility 18.33%, health management 21.03%, building health18.83%,hardware facilities20.29%, procurement processing storage transportation health 21.52%; Fast food factory, The scores of 5 first-level:health credibility18.43%, health management 20.39%, building health19.16%, the hardware facilities20.15%, procurement processing storage transportation health 21.87%; the scores of 6 first-level in arge-scale activities outdoor:ability of organization 14.97%, preparation 16.03%, food stores’s health condition16.46%, holding condition 15.19%, health facilities outdoor 18.57%, procurement processing storage transportation health 18.78%.3. Set an alert line of food safety in large-scale activitie. The result is the restaurant 60, the fast food factory 58, in arge-scale activities outdoor 59. The meaning of the warning line that before an arge-scale activities if the FDA evaluate the activitie of 5 categories (personnel source, age, weather, food tapy and the producer’s safety level), the food safety index is over the alert line respectively, then FDA shouldn’t advise the government to hold the arge-scale activitie.Conclusions1. The study of risk assessment index system for food security of large-Scale Activities is mainly using Delphi method. From two-round consultation showed experts of the enthusiasm, authority, coordination and two-round of consultation consistency verification are very good. The result of the study was scientific and reliable.2. The assessment index system is constituted of 5 categories (personnel source, age, weather, food tapy and the producer’s safety level) in a large-scale activitie firstly in China. The study is complete and innovative.3. The good of setting an alert line of food safety in large-scale activitie is to provide the scientific basis for FDA to select in advance and carry out health care work. It is practical and operable.4. The study opens up a new way of thinking and carries on the beneficial exploration of food risk assessment index system for large-scale activity in the domestic.
