Since the1980s, the food safety accidents occurred continuously around the world, there occurred the severe international accidents, for example, bovine spongiform encephalopathy, dioxin, food-and-mouth disease, and the domestic accidents like Sudan red chilly sauce, Pomacea canaliculata, duck eggs with red yolk, Sanlu infant milk powder, Clenbuterol and so on. That food safety problem has become the common problem faced by the whole world. Therefore, how to strengthen the food safety regulations under the new situation is laid before every nation. The regulation of food safety aims at protecting the consumer’s safety, health, sanitary. It also makes criteria for production and operating activities, forbids and restricts specific activities. It is both the focus and one of the difficult points in Regulation economics and institutional economics.In order to carry out the studies of the food safety regulation, we should not only pay attention to its reforms and the overall planning with international eyesight, but also face the reality that there exist both structural contradictions and interest contradiction in our recent food safety supervision. Thus, we can make final goal of the macro innovation and regulation much more micro manipulative. Under this framework, we have to research on the Optimistic Path of the administrative regulation tools, and attach great importance to analysis of the risks of food safety, thus, try to promote the reform of the food safety regulation system as a whole.This thesis introduces the status quo of our country’s food safety. Based on food safety studies both at home and aboard, we chose regulation theory as approach, administrative regulation tools as a method, risk analysis of our country’s food safety as evidence. Therefore, compared with other countries’strategies of food safety risk analysis, we bring forward our food safety analysis framework and provide an integral new visual angle for food safety regulation research. The content of this research contains the following aspects:In the first chapter, it gives a basic status quo of food safety in our country. Through the Literature assemble method, selecting food safety accidents by the web site and newspapers in recent five years, discribing the occurrence and distribution of food safety in China, comparing food safety harm in different districts, and we still need to improve and perfect the food safety surpvise. In chapter two, it introduces the theory of the food safety regulation. Mainly introduce the important role of food safety government administrative regulation tools in technical Level. In chapter three, a comparative analysis of the food safety administrative regulation tools at home and aboard is stated. Comparing with our country and other countries such as American, European Union, Japan, characteristic in food safety risk analysis, we should improve detailed rules, establish food safety assessment criteria, set up uniform food safety risk analysis department. In chapter four, the empirical researches of risk analysis of food safety in our country is discussed. Taking food aflatoxin for example, discuss how to avoid food safety harm to people. Chapter five bring forward the framework of our country’s food safety risk analysis.
