With the development of urban medicalization in China, the quantity of medical waste continues to increase. Coupled with the unceasing enhancement of consciousness of environment protection and waste disposal problem, treatment of urban medical waste has become one of the focal issues at present. Compared with developed countries, the reverse logistics development of urban medical waste in China is still in the primary stage of development. In order to avoid dissipating the valuable resources in medical waste and protect the environment and safeguard people’s health at the same time, it is particularly important to establish a standardized, systematic and efficient reverse logistics network of urban medical waste.Through analyzing the related literature of reverse logistics, this paper divides the structure of reverse logistics network into two categories and chooses different network structure of reverse logistics according to the different treatment methods of reverse logistics. Based on the analysis of the domestic and foreign medical waste recovery logistics and the research status of the related medical waste disposal methods, taking the reverse logistics of urban medical waste as a starting point and guided by the theory of circular economy and reverse logistics theory, this paper studies the network planning of the reverse logistics of urban medical waste using qualitative and quantitative methods. By summarizing the previous classification, recycling network and processing methods of medical waste and combining the characteristics of medical waste itself, this paper mainly takes the special problems that exists in the reverse logistics of medical waste compared with the traditional waste recycling into account, including: the problem of hazardous waste recovery and treatment and the problem of environment pollution of medical waste storage duration, and then establishes the four- layer structure of reverse logistics network on urban medical waste, including recovery layer, temporary processing layer, processing layer and process layer.An integer nonlinear network planning model whose target is to minimize the environment pollution and maximize the interests of enterprises is established and the characteristic of this model is the consideration of the effect of medical waste storage time on the environment cost and the classified process of the medical waste according to the degree of risk. By using LINGO11.0 software and its own global search algorithm to solve the model analysis. Finally, this paper makes a case analysis on the medical waste recovery data of 13 districts and counties of Xi’an to obtain the network location and path optimization strategy of medical waste facility in Xi’an at present.
