With the development of human society,medical waste has came into being.The amount of medical waste is increasing while modern medical technology improving.As a result,the entire society attaches importance to the treatment and recovery of medical waste.The recovery and treatment of medical waste in China is still at the stage of development in terms of policies and regulations,and in the recovery and treatment mode.Compared with the decent recycling system and technology of medical waste in developed countries,medical waste recycling network in China is still not mature.Promoting the construction of a medical waste recycling network and the industrialization of medical waste recycling is an inevitable trend in the future.Based on this background,this paper studies the medical waste recycling logistics,and proposes to take third-party professional medical waste recycling enterprises as the main body to construct a medical waste recycling logistics network.By the theoretical analysis and quantitative research methods,this paper discusses the problem of location-routing-inventory(LRIP)in the medical waste recycling logistics network which provides a theoretical reference for the urban medical waste management and logistics network design.Firstly,this paper elaborates the definition and classification of medical waste,and introduces the medical waste recycling logistics and process.Combined with the characteristics of medical waste,the characteristics of urban medical waste recycling logistics are analyzed.Based on the abroad current situation of medical waste recycling logistics,the domestic current situation is compared and analyzed,and the existing problems are summarized.Subsequently,the features and problems of the urban medical waste recycling network are analyzed,which provides theoretical and practical basis for network optimization.Secondly,considering the urban medical wastes logistics has the characteristics of large coverage,high degree of specialization and timeliness,a medical waste recycling logistics network is constructed,and corresponding network structures and recycling network operation processes are also designed from the perspective of third-party professional medical waste recycling companies.Based on this network,all the costs are analyzed with their trade-off relations.Taking uncertainty into account,a fuzzy random method is used to describe the recovery amount of medical wastes.The model of urban medical waste recycling logistics network is constructed with the objective of the minimun total cost in the recovery system,which integrates and optimizes from three aspects of logistics facilities location,route arrangement and inventory control.Finally,this paper designs an improved artificial bee colony algorithm based on matrix coding.Combined with neighborhood search knowledge,five kinds of bee colony search strategies are proposed to solve the model.Taking the X district in D city as an example,the recovery amount is measured in the fuzzy random environment,and the relevant data are collected to solve the LRIP problem of the medical waste recovery logistics network.The result proves the feasibility and effectiveness of the proposed model and algorithm.Based on the content of this paper and the results of the model,recommendations for the relevant government departments,third-party medical waste recycling enterprises,and medical and health institutions are put forward to promote the urban medical waste recycling logistics network.At the same time,the calculation results provide the direction of cost control for third-party recycling enterprises.
