After entering the 21st century, the economy of China has achieved considerable improvement in both its scale and level. A large number of modern technologies have been widely used in production and living areas which update the medical technology. As the great development of economy scale, China expand the input in various social undertakings, especially in the aspect of medical and health care area. The number of beds in medical institutions involved all kinds of health care institutions is growing year by year. At the same time, the rural medical and health conditions improve significantly. New medical equipment and treatment technology have been applied to the disease treatment process which increases the weight and species of medical waste. Therefore, the original medical waste recycling reverse logistics system in Liaoning province should optimize accordingly to cover the new increased medical waste to refrain the local residents from the threat of wastes.In order to meet the requirements of the new disposal situation, the paper studied the processing flow and operation mechanism of medical waste recycling reverse logistics system. And on the basis of study, the paper presented the regional processing reverse logistics network topology structure. After the analyzing of medical waste recycling reverse logistics network, a regional optimization plan was proposed to the medical waste recycling system in Liaoning province. According to the present situation of medical waste recycling management in Liaoning province, the thesis established the integer programming model for regional distribution of medical waste disposal enterprises.The model was built under the deep analysis about production of municipal medical waste system and also other related characteristics. By using the modern optimization methods and modern heuristic algorithm, the thesis designed the improved genetic algorithm to solve the model combined. And finally an example is solved to verify the effectiveness of the model and algorithm. The optimized regional medical waste recycling system of reverse logistics network can effectively solve the problem of medical waste management in Liaoning province. After the optimization, the processing cost of medical waste recycling reverse logistics system reduced greatly and the scale effects was formed. Besides, the capacity and efficiency of the system was improved. The optimized regionalization medical waste recycling plan can also provide references and suggestions for relevant government departments.
