Objective: To construct the comprehensive evaluation system for performance assessment the medical treatment and health work aiding in Xinjiang, and use it to evaluate the performances ranging the 103 recipient hospitals in 9 cities and districts. Methods: literature investigation, questionnaire, interview, analytic hierarchy process and the synthetic index method. Each evaluation index weight and the synthetic index, and use it to conduct a comprehensive evaluation of the 103 recipient hospitals in 9 cities and districts. Results: 1.The goal to build a set of the comprehensive evaluation system for performance assessment the medical treatment and health work aiding in Xinjiang, both scientific and feasible. This system includes 3 first level targets, which includes medical, teaching and scientific research, social work; 20 second level targets.2.The comprehensive evaluation system set up in this study appraises the development of the medical treatment and health work aiding in Xinjiang, as a result, the actual development of the medical treatment and health work aiding in Xinjiang matchs the case well. The result showed: Around the cities and districts, the effect were small, the results has been on the rise In 2011-2013.Especially in 2013, the index reached 5.38, which about three times more than in 2011. Conclusion: 1.The comprehensive evaluation system can from different angles evaluate the medical treatment and health work aiding in Xinjiang and matches practical case. 2.It has scientific, feasible and commeasurable characteristics. It is conducive to find questions about the medical treatment and health work aiding in Xinjiang, to guide the related departments formulate countermeasures and improve medical and health work and provide.
