Objective: Having a Comprehensive understanding of the current situation of human resources within primary health care institutions of Medical Group in Qitaikenqu,and to propose appropriate countermeasures for relating difficulties and problems,thus providing solid basis for the integration of human resources inside Medical Group and the making of short-term planning of HR for the primary health care institutions.Methods: Making use of Xinjiang Corps Sixth Division of Health Statistics Annual Report of Medical Group and personnel database to analyze the statistical database in the EXCEL table.Through interviews and questionnaire survey to collect a medical group,grassroots health workers training,compensation conditions of medical group,professional environment of subjective evaluation,through the analysis to find existing problems and put forward opinions and suggestions.Results: In 2015,the primary health care institutions of Medical Group had a total member of 223 health care workers,including the clinical 28.7%and nursing 43.95%,respectively;only2.69%of public health professionals;women accounted for 76.68%;workers above the age of 50 accounted for 25.11%;junior college,high school/vocational education graduates accounted for 47.09%and 43.05%;undergraduate degree was only 4.48%.Beginner and intermediate titles accounted for 65.47%and 20.18%,accounted for 11.66%for the no-titles,senior vice accounted for only 2.69%,professional and technical personnel above the age of 40(including 40)with junior titles accounted for 34.95%,and intermediate titles accounted for 14.35%.Recorded in the interview,65%of people think that performance appraisal system of the performance salary allocation scheme need to be adjusted,45%of people think that medical group internal management system need to be further perfected;100%of people think that medical group,after the establishment of the basic medical and health institutions of medical treatment service level has improved and standardized management.95%of people willing to participate in clinical studies and theoretical teaching,improve their theoretical knowledge and practical skills.Most people satisfied with their working conditions,hopes to improve personal income at the same time,for more,equitable title promotion opportunities.Conclusion: Insufficient medical group within the total health technical personnel at the grass-roots level and slow growth,the structure of the team needs to be further optimized,needs further perfecting regulations of management,to further improve the basic health technical personnel professional environment.To increase the government’s policy support,further optimize the internal management system,changing ideas gradually promote grass-roots staff structure rationalization giving full play to the advantages of medical group,improve the health technical personnel at the grass-roots level professional environment. |
