The health of the people is the foundation of a happy life and an important symbol of the prosperity of the country.As the main body of China's current medical service system,public hospitals shoulder the important responsibility of saving lives and protecting the people's health.In 2009,the state council issued the "opinions on deepening the reform of the medical and health care system",and the new round of reform of the medical and health system in our country was kicked off,which is called "the new medical reform"."The new medical reform" is a long-term reform work that is advancing step by step,after nine years of reform,it has achieved initial results,the comprehensive health care system has been basically established,the primary medical and health service system has been continuously improved,and the addition of drugs to public hospitals has been cancelled,and the economic burden of the public medical treatment has been alleviated.A series of new medical reform policies require that public hospitals must adhere to the nature of their public welfare,and build the mechanism.The main line of the reform of public hospitals is prohibited waste,built the structure,adjust program and increase benefit.Performance appraisal is a difficult and focal issue in the reform of public hospitals.The operation efficiency and performance level of public hospitals are directly related to the quality of the national medical and health service supply.As a part of public hospitals pursue economic benefits unilaterally,they neglect the social responsibilities of hospitals in the operation process.It is hard to visit doctor and it is too expensive when you are sick,which leads to the increasingly tense relationship between doctors and patients.Therefore,to improve the modern hospital management system,it is necessary to strengthen the daily operation management and human resource management of the hospital,among which the performance appraisal is an important means for the hospital to carry out scientific management.Performance appraisal is a difficult and focal point in the reform of public hospitals.Hospital should change the management idea,by means of the implementation of performance appraisal system,systematic and refinement.We should create a good atmosphere of hospital to raise health care's quality and service level,through establishing and perfecting the incentive mechanism.We can arouse the enthusiasm of the medical staff work and make it become the main force of health reform,in this way,we can solve the problem of medical treatment for ordinary people.In this paper,the hospital performance appraisal based on the background of the comprehensive reform of public hospitals put forward new requirements.Take M city hospital as an example,first of all,by introducing the status quo of M city hospital performance appraisal implementation plan,and use the method of questionnaire survey,to understand the staff's opinions and suggestions on the current program.After comprehensive analysis,the problems in the performance appraisal of M city hospital are obtained,such as the assessment is too biased towards the economic benefit,the staff has insufficient understanding of the performance appraisal,the evaluation index design is unscientific,the feedback of performance appraisal result is insufficient and so on.Then,the performance appraisal of M city hospital was optimized from six aspects,including make clear hospital positioning and assessment objectives,we can improve the organizational structure and assessment subjects,enhance the performance communication and guidance,establish and improve the performance appraisal indicator system,feedback and appeal of performance results,and application of performance appraisal results.And provide the safeguard measures for the performance appraisal implementation from the organization,the thought,the technology and the finance.In this article,through the study of M city hospital performance appraisal,combining theory and practice to explore,not only can effectively improve the management level of M city hospital,improve the hospital internal performance appraisal method,but also for other similar nature of the public hospital performance appraisal improvement provides reference significance.
