The Problems And Solutions Of Developing Community Health Service In The Military Academies

The community health service is the foundation of our country's health service in the new century. Nowadays, according to the global objects and demands of the system of the national medical insurance, the system of community health service in cities has been made experiments, developed, established and improved. While the health and medical wrok in the military academies will be gradually changed from the clinic service to the community health service. Therefore, making full use of the existing medical resources, the self-support clinics in the military academies should adapt themselves to this new trend to develop the community health service with the characteristic of military academies. In this way, it will break the pure idea of supplying medical service to officers, soldiers, family members and staff members, and establish an effective, economical, convenient, intergrated and successive grassroot health service to supply prevention, medical treatment, health care, recovery, health education and birth control, that is"six functions in one".When developing the community health service in the military academies, there are existing many problems, which hinder its shaping up and don't show its real"six functions in one". At present, common medical workers in the military academies are facing the real problems and new challenges: according to their conditions, how will the clinics in the military academies adapt themselves to the new trend, adjust their level of health treatment and generally improve the all-in-one level of prevention, health treatment, health care and psychology.In the way of questionnaire, investigation and research, discussing with experts and so on, this thesis maily describes the present situations of developing the community health service in three military acadeies of Southwest China. Meanwhile according to the results of questionnaire from the medical workers, officers and soldiers and family members in these three military acedemies, this thesis analyzes the problems during developing the community health service in the military academies and puts forwards the solutions and suggestions on how to well develop the community health service. The thesis is divided into five parts. The first part: overview. It emphasizes the background, aim and significance of this research.The second part: the theory of developing the community health service in the military academies. It explicits the relevant definitions of the community, the community health service and military community, introduces the developing situations of the community health service in China and other countries and the present situations in clinics of the military academies, and analyzes the advantages of developing the community health service in the military academies and the working process of developing the community health service.The third part: the investigation of exsiting problems in developing the community health service in the military academies. Through investigating questionnaires from 100 medical workers, 210 officers, soldiers and family members in three military acedemies of Southwest China, and after discussing with 10 experts, the information is analyzed and arranged in this part.The fifth part: the solutions and suggestions of developing the community health service in the military academies. On the basis of problems, relevant solutions and suggestions as follows: 1. enhance the understanding and change the idea to actively develop the community health service in the military academies; 2. emphasize the construction and reinforce the management to improve the quality of the community health service; 3. make the plan and carry out gradually to cultivate the community medical workers; 4. strenghthen the management and supervision of bi-directional transfering examine.This thesis is in the international tendency of developing the system of the community health service. According to the results of the questionnaires, it analyzes the problems when developing the community health service in the military academies and put forwards the solutions and suggestions, which is significant for the community health service in the military academies to improve the service quality, decrease the medical logistic cost, advance the level and quality of medical logistic work during the peace and wartime. Meawhile it provides use for reference and consult for developing the community health service in other military communities.
