Objective:In this study,by investigating the status of nursing human resources that secondary and tertiary general hospital in Shanxi Province,2013.To analyze the status of nursing human resources,Simultaneously,By analyzing the fairness of nursing human resources,to explore the distribution and equity of nursing human resources between Regions.This study was founding out the main problem which has existed in the nursing human resources allocation.Then use a forecasting model(ARIMA) to forecast the number of nursing human resources in the target year of 2015-2018,Provide empirical evidence for Health administrative departments to draft science health management policy.and provide advice and reference for the development of nursing human resources in Shanxi Province.Methods:Literature review method, Cross-sectional survey method,Descriptive analysis,Quantitative study method.Results:1.Nursing workforce:①Doctor-nurse ratio:The average doctor-nurse ratio was 1:1.25 in level#2 hospitals and 1:1.5 in level#2 hospitals.②Bed-nurse ratio:The average bednurse ratio was 1:0.65.(1:0.62 in level#2 hospitals and 1:0.66 in level#3 hospitals)③The proportion of nurses in health care staff:It was 52.34%.(49.03% in level #2 hospitals and54.47% in level#3 hospitals).2.General characteristics of nursing human resources:①Gender:Female nurses accounted for 98.3%of the total number of nurses.②Age:64.01% nurses were younger than35 years old,93.77% nurses were younger than 35 years old in the age structure of the contract nurses.③Job title:The proportion of junior,intermediate, senior professional titles nurse was 73.54%,21.02%,5.44%.The nurses whose titles were under intermediate accounted for 99.95%,In the structure of the senior titles nurses,the regular staff accounted for 10.54%, However,the contract nurses was 0.05%. ④Educational background:the proportion of nurses who held advanced and higher diploma was 85.85%.⑤Working years:42.1% nurses had worked for more than 10 years,the regular staff accounted for75.85%, Meanwhile,the contract nurses was 6.5 %,and 69.12% contract nurses had worked for less than 5 years.3.In the survey,82.66% nurses engaged in clinical care,In the 104 hospitals,98.08%hospitals employed contract nurses.4.The number of nurses per thousand population was continued to increase from 2008 to 2013.The annual growth rate of nursing human resource was 9.02%.The fairness of population distribution was exceed the geographical distribution.The Gini coefficient of population distribution was under 0.2 in Shanxi Province,and the Gini coefficient of geographical distribution was between 0.3 to 0.4.According to the Theil index,the main reason that caused nursing human resource unfair was the district difference.5.According to the ARIMA model,the number of nurses in Shanxi Province in the years of 2008 to 2013 is 82103,85253,88238,91118.Conclusion:1.Our province faced with the problem of the shortage of nurses in clinical;2.The structure of nurse team is not reasonable,There are many problems in the management of employment nurse;3.The distribution of nursing human resource is justice,But the difference between the regions is big.
