Research On The Differentiation Of The Basic Public Health Services In The Western Region

Since the reform and opening up, the development of Chinese economy is rapid, people’s overall living standard has been improved greatly. In recent years, as an important part of public service, the total supply and supply quality of the basic public health services have been improved greatly. However, it is undeniable that, with the different level of economic development among the regions in China continues to expand, the difference of the basic public health services in China is more and more obvious. The economic development of the western region lags behind other regions of China, so the problem in the supply of basic public health services is more serious in the western region, which affects the quality of life in local residents and the construction of the harmonious society in china seriously. Based on the above research background, this paper will explore the level of basic public health services in the western region of China and advice how to achieve the equalization of it.At present, the analysis about the differentiation of public services in academic circles mainly focus on the theoretical analysis, but the empirical research methods is relatively less. Therefore, this paper will combine the theoretical analysis and the empirical research, through the comprehensive study to provide scientific and reasonable suggestions to realize the equalization of the basic public health services in the western region. First of all, this paper uses the new public service theory, welfare economics theory and unifies the massive statistical data to analyze the present differences of the basic public health services in the western region of China. The study provides that, no matter the financing level, resource allocation level or service results of the basic public health service have great differences in the western region.Then, through the empirical research, the author uses Theil index analysis, from the "provincial" and "urban and rural" two angles to analyze the differentiation of the basic public health services in the western region. Research shows that, the difference between urban and rural areas is the main constraint on the differentiation of the basic public health services in the western region. Then, this paper analyzes the causes of the differentiation, and uses the grey relational analysis method to analyze the correlation degree between the differentiation of basic public health services in the western region and its influential factors. The result shows that, the level of economic development, the income gap between urban residents and rural residents, the level of government financial management, the financial ability of local government, the central transfer payments and the level of social security are the main factors which influence the differentiation of basic public health services in the western region of China. Finally, this paper puts forward measures from 5 aspects to achieve the equalization of basic public health services in the western region gradually, they are: develop the regional economy vigorously, change the different structural system of urban and rural, divide the local government’s financial and administrative powers reasonably, improve the financial transfer payment system, improve the medical security system.
