Currently, an irrational structure has been existing between Chinese Medical Resource Allocation (MRA) and Community Medical Service (CMS) for the residents (CMS). It has been influencing the Utilization Rate of Medical Service (URMS), and the health rights of community residents cannot be guaranteed. Meanwhile, the Medical Service Demands (MSDs) of citizens cannot be fully satisfied. This paper summarized some existing research data by literature review and proposed the research hypothesis. Then, it studied the factors influencing the Rural Residents’Health Seeking Behavior (RRHSB) by questionnaires and interviews. The data gathered by questionnaires and interviews were analyzed by SPSS. Finally, the research hypothesis were approved and disapproved by these Field Research and Data Analysis.This Paper descripted the Health Status (HS), MSDs and URMS of urban residents in Kunming; analyzed URHSB and the factors which influenced the URHSB. It also discussed drawbacks of URHSB in Kunming. The urban residents chose the CMS which is close home when having a minor illness. Chronic disease became the main factor influencing the health of residents in Kunming. The medical service facility, the attitudes of the doctors, and the hospital environment gradually became the primary factors affecting the RHSB. This paper, then, suggested several rules which should be focused on. First, the chronic disease publicity and prevention should be enhanced; second, more community medical service facilities should be constructed, which will highlight the advantages of community medical service; third, URHSB should be guided to be more degraded, which means that urban residents choose CMS instead of major hospitals when having minor illness, meanwhile, the medical service will be more extensive in that case; fourth, the providing medical service should be customized, which will lead the rationalization of URHSB and make the rational allocation of the Medical Resource.
