BackgroundThe development of our social economy and deepening of the medical and health system reform, especially the implementation of the new rural cooperative medical system, has brought real benefits and convenience for rural residents in China. Medical conditions have been improved greatly. However, the rapid growth of medical expenses of rural residents, uneven distribution of medical resources, medical supply and demand contradiction, and "difficulty and high cost of getting medical service" still have become increasingly prominent, which seriously affected the medical needs, health seeking behavior and the therapeutic effect of rural residents. The universal existence of unreasonable health seeking behavior of rural residents has caused widespread concern in the state and society. Whether the rural residents can get access to appropriate medical services, is not only one of the determinants of the public welfare feature of our national medical and health service system, but also one of the factors to influence directly the stability of rural society, and an important factor to affect the construction of harmonious society in China.AimsThe subject of this study are to investigate factors of influencing reasonable healthcare seeking behavior of rural residents based on the analysis of various policies to guide reasonable health seeking behavior of residents. At the same time, we will further analyze factors of affecting reasonable health seeking behavior of rural residents and existing problems through the empirical research, and put forward reasonable suggestions to existing problems.MethodsThis study reviews and analyzes the policy of building residents to form a reasonable health seeking behavior in our country by using the literature research, investigation, system analysis and expert consultation. On the basis of investigation and research, we analyze the functions and effects of the current policy, and put forward the approach to improving and strengthening the policy by using expert consultation method.Main results(1) Health personnel problems are the main factors of affecting reasonable health seeking behavior of rural residents.(2) The phenomenon of unreasonable distribution of basic medical institutions still exists.(3) The most direct and effective system to guide the reasonable health seeking behavior of rural residents is the system of general practitioners and the new rural cooperative medical system. There still exists a gap between the realistic function and the ideal situation of each system.Conclusions(1) We recommend implementing the construction of the general practitioners system as an opportunity to promote the development of grassroots health talent.(2) The goal of reasonable health seeking can be achieved through strengthening the division of labor and cooperation mechanism of medical institution and the synergistic effect of policies based on interaction mechanism among various systems. Policy suggestions(1) Strengthening the construction of basic medical and health service system.(2) Standardizing the operation of medical health service.(3) Strengthening the regulatory role of the new rural cooperative medical system.
