Objectives:Study the influential factors of healthcare seeking intention of outpatient in community health service centers, focus on analysis the effect of medical services, drug policy and medical insurancecompensation ratio, and provide relative suggestions to guide the patients to choose community health service institutions.Contents:Analyze the review of influential factors and the theories of intention-behavior, then build analytical framework of healthcare seeking intention; Usedescriptive statistical methods to describe the current situation and reasonof healthcare seeking intention; make single factor analysis and multiple-factor analysis on healthcare seeking intention; Draw suggestions about guiding the patients choose community health service institutions.Materials and Methods:The data was derived from China-Australia Facility "The Evaluation of Health Care System Reform in China". According to the level of economic development, use stratified sampling method to select8community health service centers as the research unit, plan to survey100clinic outpatients in each research unit, finally814questionnaires were collected. The study was collected the relevant policy documents, research reports, papers and other information of healthcare seeking intention. Descriptive analysis, chi-square test and logistic regressionanalysiswere used to analyze the influential factors of healthcare seeking intention of outpatient.Results:1.17.82%subjects choosehospitals,71.78%subjects choosecommunity health service institutions. The reasons for choosingcommunity health service institutionsincludemore convenient, less timespending and lower medical costs.2. The influential factors of internal elementincludeage, educational status. The elderly patients and low degree-patients are inclined to choose community health service institutions.3. The influential factors of external elementincludemedical services and drug policy. The patients satisfied with outpatients’waiting time, doctors’explanation, drug price, drug quantity and rational use are inclined to choose community health service institutions.Conclusions:1. Age is the important internal factors affecting outpatient’s healthcare seeking intention, the aged are more likely choose community health service institutions for medical services than the young.2. Income level doesn’t obviously affect outpatients’healthcare seeking intention when the disease isn’t severe.3. High quality medical service of community health service institutions is the foundation of attracting outpatients. Medical service’effect is greater than drug policy and health care, what’s more, Low time cost and good doctor-patient communication are positive factors for guiding outpatients into community health service institutions.4. Essential medicine system has a positive effect on guiding the flow of outpatients into community health service institutions. Rational use’s effect is g reater than drug price and drug quantity on guiding the flow of outpatients.5. The basic medical insurance system hasn’t obvious effects on regulating hospitalizing intention. Different types of medical insurance has effects on healt hcare seeking intention, medical insurancecompensation ratiohasn’t statistical significance.Suggestions:1. we suggestpaying more attention tohealth demands of the elderly, consummating community health service function:positioningexactly the functionof community health service, accelerating standardized construction of community health service for the elderly.2. we suggestgradually promoting community health service ability and level: strengthening the construction of community health personnel, accelerating the transformation of community medical service mode.3. we suggest consolidating the essential medicine system, guaranteing community outpatients’rational drug use:ensuring production and supply of basic drugs, reasonably adjusting the directory of basic drugs and using restrictions, carrying out training and publicity on rational drug use.4. we suggest consummating basic medical insurance system, giving full play to regulate hospitalizing intention:scientificallysetting up basic medical insurance deductible, reasonablyadjusting basic medical insurance reimbursement level.
