The Influence Of Primary Health Care On The New Rural Co-operative Medical System’s Sustainable Development

In order to improve the farmers’health care, ensure their basic rights of affordable health services. The government decided to build The New Rural Co-operative Medical Scheme (referred to as NCMS),2002, which was aim to benefit for all the rural residents before2010. This policy was implemented in2003, and it was the beginning of relieving rural residents’medical burden. Over the past decade, the NCMS got great success. In2012, a total of805million people, accounting for98.3%of the rural population, participated NCMS. Now, more and more people benefit from it. As village clinics are the basic medical institutions, which are important for the farmers’health and vital to the NCMS’sustainable development. Form the field survey of2013, the data reflected that more than80.2%informants would choose village clinics when feeling unwell. But unfortunately, the facility and quality of village clinics were not satisfied, which will have negative effects on the farmers health care and the NCMS’sustainable development.From the perspective of primary health care this article aims to research it’s current situation and influence on the New Rural NCMS’sustainable development. Firstly, in order to introduce of the NCMS’evolution deeply, this article analyzes its situation from different angles, as the whole country, Shandong province and Sishui county. Secondly, with the data from2007to2013, the article respectively analyzes them in detail from the view of the farms, the medical institutions and the management committee office. Then, describing and analyzing the investigation data from medical workers and medical facilities. Lastly, extending the conclusion to the Country and putting forward reasonable suggestions to make sure the developing of the NCMS.This article is divided into six parts:The first part is introduction, which describes the background and significance of the topics, domestic and international literature review, research ideas, structure arrangement and lack and innovation of this article.The second part is the theoretical basis of NCMS, which analyzes from social security theory, medical and health service theory and sustainable development theory.The third part is the origin and development of NCMS. This part analyzes the NCMS’situation from the view the whole country, Shandong province and Sishui county on the basis of the traditional rural cooperatives medical.The forth part is the analysis of the investigation data. With the data from2007to2013, the article respectively analyzes them in detail from the view of the farms, the medical institutions and the management committee office. Then, describing and analyzing the investigation data from medical workers and medical facilities.The fifth part is the situation of primary health care and its influence on the NCMS’sustainable development.The sixth part is the suggestions to make sure the developing of the NCMS.
