Objectives: On the basis of theoretical study and research, accordingto the three-dimensional context of structure-process-results, this thesisis trying to comprehend the current situation and existing problems of theNational Essential Drug System of primary health care sector in ChongqingMunicipality. Through the questionnaire survey, we can comprehend thebasic drugs cognition of rural doctors. Giving specific Suggestions for thenational essential drug system to all the village-level health institutions,non-government-run primary health care institutions and county-levelmedical institutions to promote a comprehensive implement, consolidateand improve the national essential medicines system theory, policy andempirical evidence.Methods: A literature analysis, questionnaires, interviews, expertpanel, and drug price survey method.Results:(1) The average utilization rate of essential drugs andprescription rate increased significantly, but the overall rate is still low;(2) Rational drug situation has improved to some extent, but still need tostrengthen supervision;(3) Part of the price of drugs prior toimplementation;(4) Grassroots medical staff of essential medicinesawareness is low.Effectiveness:(1) The initial establishment of the basic drug system;(2) To explore a new model in practice;(3) Basic medical servicesincreased;(4) Reversed the mechanism of "raises the medicine by themedicine";(5) Medical care costs reduce;(6) Grassroots level medical staffmedication behavior standardization.Questions:(1) Directory limit with the primary medication needs anddevelopment conflicts;(2) The supply chain and to be further strengthenednorms;(3) Monitoring mechanism needs to be strengthened;(4) The lackof an effective incentive mechanism;(5) A grass-roots medical personnelare aware of the lower range.Policy recommendations:(1)To strengthen the supervision of theimplementation of essential drugs;(2) A reasonable adjustment of theessential drugs list;(3) Improving the security of supply mechanism;(4)Improving the compensation mechanism of maximize incentives;(5) Frommulti-angle to Strengthen Publicity;(6) To establish a sound basic druglegislation to protect the mechanism.
