Research On Medical Service Supervision Status And Countermeasures In Shandong Province

Background:As the demand on health care from the public keeps increasing, current medical and health services in China, with many problems including unreasonable health resource allocation, cannot satisfy the need of the public. Especially in recent years, illegal behaviors and violations have been frequently seen in the medical service, and people’s right of safe healthcare cannot be effectively guaranteed. Health supervision authorities, the performer of supervision on healthcare department entitled by health laws and regulations, must shoulder its responsibility to take effective measures to regulate the medical service marker order. As the reform of medical and health system keeps deepening, Shandong province will further promote the reform and functional transformation of the family planning administrative department of public health at municipality and county level, strengthen the reform on medical organizational management and operational system improving their capacity, improve the service capacity of grassroots medical and public health organization and establish scientific medical evaluation system and quality control system to enhance the regulation on medical service. These requires overall planning and top-level design on construction of current medical organizations supervision system and regulation models. In order to create fair competition in medical service market, the government should establish effective regulations on the industry and take measures to improve the service quality and guarantee safety healthcare for the public. Objectives:The research analyzes problems in current operation of medical organizations in Shandong province and weaknesses in medical service regulation by investigating the construction of medical service regulation system and the report on regulation on medical service authorizes at provincial, municipal and county level in2008-2012. The research aims to provide improvement measures on healthcare laws and regulation as well as supervision systems and models.Data and Methods:Data comes from "Shandong Health Statistics Yearbook(2008-2012)","Shandong Province Health Supervision Yearbook" and " Shandong Province Health Supervision Report ", National health surveillance information reporting system, and Shandong Province medical supervision survey database in2012.In addition, the research is using EXCEL2013, SPSS17.0for data collection, logical proof, and descriptive analysis.Main Results:According to the statistics of the research, there are about155healthcare supervision authorities at all levels in Shandong province, but the grassroots regulation systems at county level are not enough, and some supervisory personnel have to deal with tough tasks in some areas. Healthcare supervision authorities must strengthen their law enforcement on medical organizations, and more laws and regulations should be made. The awareness of operating according to the law should be spread among medical organizations, especially small ones. The public are not well informed of the medical service supervision authorities’affairs, and the information on license permit, daily supervision and case investigation of medical authorities are not transparent. With single channel for the public to know the affairs conducted by the medical authorities, they are not able to get the safe health care information on time.Conclusion and Suggestions:Health and family planning sector at all levels should further strengthen health planning comprehensive monitoring network construction, promote the exercise of the right of supervision and law enforcement centralized and integrated management, increase the establishment of supervisory staff in order to improve the comprehensive quality of supervisors. Perfect health the construction of legal system as soon as possible, so that medical affairs have the laws to go by, the laws must be observed, enforced strictly, and standardize medical services market from sources.To increased medical supervision and law enforcement affairs, increase law enforcement efforts and the intensity of the cases investigated, enhance the punishment about harm to people’s health violations seriously. Promote medical services administrative power open and transparent, explicit government affairs content and channels. Exert social supervisory and propaganda of social media, promote universal health laws and regulations greatly, enhance the consciousness of medical institutions and medical personnel to practice law, raise the people’s awareness of self-protection.To establish decentralized regulatory approach, improve intra-departmental responsibilities and powers of operating mechanism within the health administrative departments, and establish linkage mechanism of administrative supervision and administrative penalties; in terms of medical services regulatory market, clearing medical services administrative license undertake and supervise law enforcement powers by health oversight agencies, taking medical services and other access technologies identified work to a qualified industry association responsible. To develop the province’s medical services unified regulatory information systems, and achieve information sharing in medical services administrative license daily monitoring, supervision and enforcement cases dealt through the information platform.
