The medical service market has a high degree of information asymmetry, fairness and public welfare characteristics. It plays a vital role in people’s health. “To provide a safe, effective, convenient and cheap medical service” are used as the overall goal of the regulation in country in 2009. More and more people demand for medical services, with the acceleration of population aging, the change of human diseases and the improvement of living standards. However, there are a series of problems in the current medical service market, such as the rising health care costs, the low efficiency of medical service institutions, the unreasonable distribution of health resources between the urban and rural, and so on. It is more and more difficult to improve the medical service fairness and accessibility. With the deregulation of medical service market, and the establishment of market-oriented reform, it is very importment to define the responsibility of the government.Based on the medical service government regulation theory as a starting point, this dissertation analyzes the phenomenon of market failure in medical service market and the product characteristics of medical service by using the theory of health economics. To find the problems of government regulation in the medical service market, the price regulation, quality regulation, management system are analyzed. This dissertation uses the “3E” evaluation method to analyze the effectiveness of government’s regulations in the medical service market and point out the existing problems. To recommend the appropriate solutions, the dissertation compares and analyzes the medical models of Britain, America, Germany and Cuba.
