Evaluation Of Shanghai Community Mental Health Services Project

Objective:To evaluate the project by structure evaluation, process evaluation and result evaluation. To provide a basis for establishing the service system of community mental health services and better carrying out community mental health services.Methods:Both quantitative and qualitative medthods were used in the study.1. Available data analysis:To understand the historical background, the latest progress of community mental health services by collecting policy documents, registration data and literature materials.2. Qantitative research:Using self-designed questionnaire and standardized scale to investigate the situation of community mental health service providers and satisfaction of intervention activities, mental health status and mental health knowledge of community population.3. Qualitative interviews:Interviewing relatated leaders of the pilot area by using individual in-depth interview. Interviewing the providers and receivers of community mental health services by focus group discussions.4. Observation methods:To understand the activity effects by observing the activities on site.Results:1. Structure evaluation:Policy support ensured the smooth implementation of community mental health service. Establishing the tertiary prevention network of community mental health and building the team of community mental health provider is the basis of community mental health service.2. Process evaluation:Different kinds of ability training courses improved the ability of community mental health providers. There were various types of mental health intervention activities and the activities approximately finished.3. Result evaluation:3.1 Project of diabetes/hypertension patientsAfter the intervention, the overall mental health status of the patients were improved and the score of PHQ-9 and GAD-7 were declined. The score of mental health knowledge of the patients were increased. The patients said they wanted to turn to psychiatrist/psychologist, psychological counselor and family members for help when suffering mental disorders. The utilization of mental health services of the patients improved remarkably, espeacially the utilization of blackboard newspaper, telecourse of mental health. There were no significant differences of the satisfaction score after the intervention.3.2 Project of community residentsAfter the intervention, the overall mental health status of the community residents were improved and the score of PHQ-9 and GAD-7 were declined. The score of mental health knowledge of the community residents were declined. The community residents said they wanted to turn to family members, friends and psychiatrist/psychologist for help when suffering mental disorders. The utilization of mental health services of the community residents improved remarkably, espeacially the utilization of blackboard newspaper, lectures and publicity materials of mental health. The community residents’satisfaction score of blackboard newspaper, group activities and knowledge contest were improved.Discussions:1. A good policy environment and service network system was a powerful guarantee of the implementation of community mental health services2. The function of community mental health service information system was complete, but the effects of the system need to be discussed further3. Community mental health service staff was the main force of community mental health services and it is necessary to strength its service ability4. The various types of mental health intervention activities were approximately finished5.
