The Analysis Of Performance Of A Community Health Service Center In Shanghai From 2004 To 2012

Objective:Through dynamic observation and statistical analysis of performance of a community health service center in Shanghai from 2004-2012, this paper describes the change of the indicators in different years and reflects the operational aspects and administrative situation, explores factors and existing problems that influence the centers’ development, offers feasible suggestions for improving performance of the hospital, and provides basis of deciding hospital management.Methods:In this study, performance indicators from 2004 to 2012 of a community health service center are set as the objective. We selected the typical and sensitive indicators from statistical reports to establish integral evaluation system of performance optimized by literature analysis and discussing with experts. Finally we performed analysis on performance indicators in different years with trend analysis approach and multi-variable linear return analysis.Results:In general, the quality and efficiency of service improved in medicine, public health and Chinese medicine. The indicators of organizational management fluctuated annually. A few actions have a significant impact on organization management, such as keeping revenue and expenditure separate, practicing zero benefit policy for essential drugs and implementing essential medicines. Carrying out hospital information system, performing revenue and expenditure separation and monitoring performance evaluation have the main influence on medical quality and efficiency. Personnel allocation and doing performance appraisal have the main influence on public health service quality and efficiency. Setting up Shanghai community service demonstration site construction unit of Chinese medicine has improved quality of traditional Chinese medicine. Carrying out hospital information system and practicing zero benefit policy of essential drugs have made the residents more satisfied.Conclusions:(1) The trend of performance indicators in the center keeps abreast of the implementation of policy and management measures.(2)A few actions have a significant impact on work quality and work efficiency of this hospital, such as carrying out hospital information system, performing revenue and expenditure separation and monitoring performance evaluation, creating Shanghai community service demonstration site construction unit of Chinese medicine, practicing zero benefit policy of essential drugs, and putting essential medicine institution into effect.
