Beginning in 1998, China has established the basic medical insurance system for urban workers, started in 2002 to establish a new rural cooperative medical care system in rural areas, more than a decade has made remarkable achievements. But the workers and rural health system coverage narrow cooperation towns, serving only to protect people and farmers, can not solve the majority of non-practitioners of community residents to see a doctor for medical treatment of security issues. Residents of these communities did not work, there is no fixed source of income, elderly and socially vulnerable groups such as minors in the event of a major illness is bound to bring economic burden on himself and family, and even affect social stability and unity. Implementation of community health insurance, not only to improve the social security system, but also for the residents to see a doctor is difficult and expensive way to solve the problem effectively, not only to improve the lives of community residents to a certain extent, is also beneficial to the full and harmonious society construction. Therefore, this study of non-employed residents in the community, children and other vulnerable groups, health insurance, the necessity of a certain reality.In this paper, a community-based non-employees as the background, the Hakusan City CCB communities to identify the research object, through field surveys of community residents, combined with community residents to see a doctor needs analysis to explore the community health insurance situation and existing problems, and proposed the increase Government policy guidance and funding to improve community health agencies and health insurance agencies and other community service work to improve health insurance proposal. From the community health insurance for employees starting point to explore the non-vulnerable groups such as the long-term medical problems, not only has some practical significance for improving community health insurance service work, but also can provide other types of social insurance, such as urban workers basic medical insurance and new rural cooperative medical insurance, provide a reference and reference.
