Study On Community Health Services Of WeiHai City

Community Health Service, which plays an important role in raising efficiency of health resources and fairness of health services, and also in controlling the growth of health expenditures, is the trend of international health service. After the new guidelines to community health service proposed by the State Council in 2006, the problem of how to establish a practical/reasonable and effective local system becomes a matter of urgency, which requires sufficient investigations and arguments on system planning/ the way and amount of money input and construction of professional team, etc.This essay, on the basis of investigation and study, explains the current situation of community health service in Weihai on the topics of organization layout, policy support, human resources arrangement, vocational works, income and expenditures, etc. According to the author, there are five problems in the community health service in Weihai: first, limited function of community health service organizations; second, non-realization of goal of community health service; third, unbalance of community health service development; fourth, lack of sustainable motivation to community health service organizations; fifth, low level of professional ability of community health service. Furthermore, there are five restrictive factors: first, lack of compensation system; second, lack of reasonable layout; third, low quality of medical personnel; fourth, lack of dual-way transfer treatment.On the basis of summarization of community health service both at home and abroad, together with the features of Weihai itself, the author puts forward specific conceptions of community health service system of Weihai. In system planning, theoretical analysis and practical concepts are brought forward by the author, on overall layout, selection of subjects, compensation system, improvement of standard system and evaluation system. Countermeasures are also raised on the topics of training of qualified personnel, medical insurance as a way of support, dual-way transfer treatment, establishment of information system, etc.Comprehensive investigations and studies on community health service system in Weihai, for the first time, are made in this essay. Meanwhile, analysis are made on the root of problems, using theories of public management. Solutions, such as service purchase from the government, introduction of competition and strengthening of performance evaluation, are also put forward.
