With the deepening reform of medical treatment, the implementation of domestic health care system and hospital management environment are produced bigger change.Under the new situation, the government continue to expand the breadth and depth of medical and health system reform, aiming at the hospital for a long time formed in domestic medical field aspects of supply and demand, control and management and the layout of the various medical institutions at present stage, the design efficiency and system performance evaluation mechanism, is increasingly widespread attention in the field of the social from all walks of life and health. Reform for the development of medical industry brings a lot of opportunities, but also faces huge challenges. 2015 is the \ "twelfth five-year\" at the end of the year, a public hospital in yunnan province how to establish efficient in its internal performance evaluation mechanism, has become one of the important work of health reform at present stage.In the medical industry, public hospital in the centre, due to its significant features such as government, public welfare and won most of the people’s attention.The business of public hospital management level of the whole medical system operation and management level has a great influence, to a large extent determines the common people can obtain the quality of medical services. So, improve and perfect the public hospital performance evaluation mechanism, to enhance the competitiveness of the hospital, improve service levels, to go to a doctor, hospital,social win-win goal has significant role in promoting. Scientific and systematic performance evaluation mechanism can be from many Angle to evaluate hospital operating conditions, and can be designed for public hospitals around the performance appraisal system, provide a good reference to the development of health sector for the government to monitor public hospital effective tool.In this paper, through integration of domestic and foreign literature, the existing performance evaluation system of five kinds of commonly used to analyze the advantages and disadvantages, to determine the use of KRY hospital service model to construct the performance evaluation index system. In addition, through field visits,participate in the internship, questionnaires and other methods, found that the deficiency of the existing performance evaluation system of the hospital, under much starker choices-and graver consequences-in goal-directed, to improvement ofindicators, and based on the service model is established in yunnan province KRY public hospital performance evaluation system, the system including the patients feel,economic operation, internal management, social benefit four horizontal dimension and public welfare and profitability two longitudinal dimension, all dimensions and find the key performance indicators, through the improved index system, which discuss service to public hospital performance evaluation in yunnan province the application prospect and significance.
