One of the main tasks of public hospital reform is to improve the performance appraisal system of public hospitals.Currently,the performance evaluation of public hospitals focuses on efficiency and economic efficiency,and the public welfare embodiment of public hospitals is not yet perfect.In the context of the national launch of the performance appraisal of tertiary public hospitals,public hospitals should better achieve their public welfare social functions,continuously strengthen internal performance management,and thereby assist in the high-quality development of hospitals.This study is based on the public value theory and performance management theory as the main theoretical basis,and conducts a comprehensive and comprehensive study on the performance evaluation of clinical departments in tertiary public hospitals.Using the literature analysis method,the current research situation of hospital performance appraisal at home and abroad was reviewed,and the design principles of department performance indicators were clarified.Based on national performance indicators,department performance indicators were initially selected.Using the Delphi method,after two rounds of expert consultation and opinion modification,a preliminary performance evaluation index system for departments of tertiary public hospitals has been constructed from three dimensions,social value,operational ability,and legitimacy support.Through the analytic hierarchy process,the weight of each dimension of the performance indicator system is assigned.The TOPSIS method was used to evaluate the department performance evaluation index system,taking Wuxi C Hospital as an example,and the results showed that the newly constructed performance index system was feasible and could better evaluate the performance of hospital departments.This research innovatively applies the public value theory to the performance evaluation of tertiary public hospitals,analyzes the performance evaluation indicators of tertiary public hospitals from the perspective of social value,legal support,and operational ability Using Delphi expert consultation method,analytic hierarchy process,and TOP SIS comprehensive evaluation method,the constructed departmental performance evaluation indicator system of tertiary public hospitals conforms to the principles of scientificity,rationality,and feasibility.Promoting the return of public hospitals to public welfare.It has certain guiding significance for the internal performance management of tertiary public hospitals. |
