China has conducted two medical care system reforms since 1980s. The essence of the reforms lies in the adjustment and distribution of interests--to realize the rational allocation of basic medical resources between urban and rural areas, regions and groups. Since 2004, Chengdu has initiated a large-scale reform balancing urban and rural areas and therefore became a pioneer in exploring new urbanization path in China, which known as "Chengdu Model", achieving great breakthrough both in theory and practice. In such a case, this paper discusses how to coordinate the interests between urban and rural areas in the process of enhancing "General Chengdu"With respect to human resources, estate and financial resources, selecting the number of medical personnel, bed and equipment per thousand people and total medical expenses as criteria, combining Theil Index and descriptive analysis method, as well as making horizontal and vertical contrast, this paper makes deep analysis on Chengdu medical resources allocation in recent years on the basis of searching enormous data and information. Vertically analyzed, the volume of medical resource allocated increased yearly in the subordinate counties and districts of Chengdu. Horizontally analyzed, the medical resource allocation of the first circle is much superior to that of the second and third one. And there exist obvious regional gap, but it seems to diminish. According to the existing problems mentioned above, this paper draws conclusion that the reasons to the problems lie in the following aspects:the after-effect of long-term urban and rural dual healthcare systems, traditional medical management system, ineffective market reform in healthcare field, lacking of healthcare financial supports, uneven economic development among circles, relatively big income gap between urban and rural residents, different geographical accessibility of medical treatment and other social factors.Just as Chinese saying goes "Wise men learn by other men’s mistakes; fools by their own", this paper provides suggestions for Chengdu basic medical resources allocation equalization by analyzing the specific practices of public hospital reform, integration of grass-root medical resources in Beijing, Tianjin and Chongqing. And the concrete measures to optimize Chengdu basic medical resources allocation are put forward:to improve the medical security system, safeguard the rights and interests of low-income people; to initiate public hospital reform and encourage social capital engage in the medical market; to increase government finance input and perfect healthcare fiscal system; to adjust and optimize medical resources allocation pattern and improve the accessibility of medical services; to enhance the quality of medical staff and establish a reasonable mechanism of personnel flow.
