With outbreak of SARS, avian influenza, pandemic influenza and otherpublic health emergencies in our country, the state attached great importance topublic health care system, and pre-hospital emergency medical treatment for thecause of development had brought spring-like warmth and opportunity.Government has increased investment in public health sector. They also havedrawn around the emergency center of development planning, constructing andupgrading emergency center, equipping with new ambulances and medicalequipment. Software and hardware have been added and strengthened. So overthe country emergency centers have made considerable progress. Harbin’semergency center has made great progress.But in recent years from development process, emergency center’s systemand network construction is extremely uneven. Compared with developedcountries, there is still a large gap, including behind the first-aid equipment, lackof emergency personnel, internal poor management, direction of development arenot clear and other issues. If emergency centers want to achieve betterdevelopment, they must go ahead from their own specific circumstances,combined with local needs, exploring sustainable development strategy.In this paper, emergency center of Harbin is as subject for the study. Theaim of paper is accelerating the development process of emergency center andimproving the internal management. So this paper make development strategy ofemergency center in Harbin and specific implementation plan, and develop to fitnew routes of rapid development for Harbin’s pre-hospital emergency.First, from the pre-hospital care industry background the paper start tointroduce development status of domestic and foreign emergency center, andpropose the research content, significance and specific methods of paper.Secondly, through fieldwork in the emergency center of Harbin and datacollection, the paper describe and analyze the operation nature of the emergencycenter, operation pattern and development status roundly, determining theadvantages and disadvantages. Furthermore, using analytical methods of internalfactors and external factors, the paper describe opportunities and difficulties encountered in the development.On this basis, through introducing some experiences advanced for thedevelopment of domestic and international emergency center and using acombination of qualitative and quantitative analysis, the paper process andanalyze data. Then the paper conclude some advices, improving emergencynetwork, strengthening internal management of internal development strategies,and establishing first aid of community, completing first aid regulations andintegrating aid system of external development strategies, and describing thespecific implementation measures.Finally, the paper summarizes the main conclusions of the study andillustrates the theoretical and practical significance of the conclusions.
