Research On The Resource Location Of Medical Services Based On DRGs And Uncertain Demands

As the well-recognized advanced payment of the world, DRGs achieves thestandardization of medical resource utilization through the formulation of an uniformfixed payments criteria for disease diagnostic classification. While DRGs is fastdeveloped and successful implemented in foreign countries, domestic researchers arealso engaged in the study in the implementation of in our country and proved that it isa feasible and promising payment mode. However, the required policy environmentand technical conditions are not available for the implementation of DRGs in largescale currently. China’s medical payment mechanism is trying to fulfill the transitionfrom single disease payment to DRGs.In recent years, being difficult to gain anduneasy to offer healthcare services is still a significant problem which is rooted in themedical care resource allocation’s lack of fairness and efficiency. Therefore, ahealthcare payment mechanisms based on effective medical services costing will beconductive to achieving the efficient allocation of healthcare resources and improvethe overall effectiveness of the healthcare system. The main work is as follows:1) The Research on the resource location of medical services and thedevelopment and application of DRGs in foreign countries and in our country isanalyzed and the comparison between DRGs and domestic single disease paymentsystem are analyzed. The payment method based on DRGs can overcome thedrawbacks against single disease through the standardization of medical resourcesutilization within the healthcare system to achieve rational allocation of resources.Eventually, DRGs method is identified as the direction of healthcare reformation.2) The basic content of medical services resource planning is introduced and theapplication of medical services costing methods is studied in this paper. Against theuncertain demand issue in resource planning about medical services, the theory ofuncertainty is described as well as the comparison of processing methods of uncertaindemands. The introduction of fuzzy demand based on the theory of credibility is usedto deal with the uncertainty.3) According to the theories introduced above, an overall level optimizationmodel of medical services resource allocation based on DRGs and fuzzy demandmode is built, in which in which uncertain demand is processed with fuzzy demand based on the credibility theory, the standard consumption cost of medical servicesresource unit is used to calculate the total cost. Finally, the effectiveness andadvantage of the mode is verified in the paper through the case study ofappendicitis diagnosis group.
