Research On "Medical-nursing Combined" Endowment Mode And Implementation Paths Of Banan District Chongqing

With the more and more serious aging population, China is faced withheavy endowment pressure, and the medical care problem of the old groupbecomes more prominent. Some developed countries had achievedsignificant results through reforms of integration pension service as well astransforming pension agencies to medical and nursing mode.Therefore, itis safe to say that the best way to solve the medical care problem of the oldgroup in China should be based on innovating the pension mode, that is,encouraging medical institutions to take part in pension service actively,integrating the pension and medical resources effectively, and improvingthe health condition so as to finally promoting the health level of the oldgroup.On the basis of illustrating the connotation of the “medical-nursingcombined” and the successful experiences of the developed countries anddomestic experimental units, this thesis aims to put forward a new“medical-nursing combined” pension mode, which is integrating medicaland pension resources. Meanwhile, we try to propose four ways to realize the mode. Firstly, community family doctors provide door-to-door servicefor the old group who are left at home. Secondly, set up an independentinstitution to provide both medical and pension services. For example,some qualified pension institutions can establish medical institutions, andthe large-scale comprehensive medical institutions can also set up pensioninstitutions with the characteristics of health care and rehabilitation by itsmedical advantages. Thirdly, pension institutions can corporate with themedical institutions in the neighborhood by the way of signing contracts.Fourthly, the Second Grade Class-A hospitals or above should establishpension department and build the old group wards. Besides, they shouldprovide technical guidance and training for the primary medical institutions.On the basis of it, we conduct an empirical research on the Banan district ofChongqing, which is famous for its high quality “medical-nursingcombined” basis. And we will design a suitable “medical-nursingcombined” pension service mode.In the end, we try to put forward some supporting measures andsuggestions to guarantee the “medical-nursing combined” pension mode,which is displayed in the following four aspects. The first one is effectivepension service management mechanism, which attaches great importanceto transforming the government concept and innovating the government-ledsystem and mechanism. The second one is the diversified endowmentfund-raising mechanism, which is based on the governmental financial investments and broadening the financing method. The third one ispowerful pension service personnel training mechanism, which advocatesto organize a professional team in the way of innovating order-formtraining and establish a highly training mechanism. The fourth one is thepowerful pension service safeguard mechanism, including three aspectssuch as, establishing effective salary mechanism and staff promotionmechanism,improving the medical insurance system, and strengtheningthe informational constructure.
