Research On The Transformation Of The Government Functions In The Development Of Non-government Hospitals Under The New Health Reform

Since the new reform on health care in2009, the basic medical and health care system preliminary established in our country. Universal health care implemented, which speeded up the development of health service industry and created favorable conditions. In the content of the eighteenth congress of the communist party of China, it clearly put forward the "deepening the reform of public hospitals, encouraging social capital to do medical."The key point in encouraging social do medical is to attract social capital in the form of a various way to provide medical services, expanding the scope of the health service selection. The key point in encouraging the use of social capital is to establish medical service institutions, diversified the forms, all-round attract resources effectively and provide multiple health services. In November2013, the state council issued<about several opinions to promote the development of health services>. In the opinion, it has a clear guidance in building the current medical services. We should not only improve service quality but perfect the medical and health industry. It point out to build a diversified medical pattern with non-profit medical institutions as the main body, for-profit medical institutions to complement, as leading public medical institutions, the public medical institutions to develop together. At the same time, by insisting on the principle of basic market, it also requires the government in guiding the health services including private hospital development, to plan the medical and health industry in a comprehensive insight, to allocate rational distribution of resources, to establish and perfect the government regulatory responsibilities, to improve people’s social participation, to enhance the competitiveness in medical industry, to increase the health service supply and to improve service quality and efficiency.Along with the social capital inflowing to the medical market, the number and proportion of nog-government hospitals in China are increasing, but due to the late development of private hospitals, lack of scientific research and talent, such as weak foundation, backward technology, the influence of the technical problems such as limited funding, the non-government hospitals have always been in the process of exploration and development since the reform and opening up in our country. For the development of non-government hospitals as well as the non-government medical institutions in our country, the function of our government plays a key role. But the public hospitals is still the first choice for the people to see a doctor in the present stage in our country, the development of non-government hospitals is slow and difficult, without good brand and public recognition, lack of competitiveness in the industry and limited in technical support and backup talents. The series of problems has a close relationship with the play of the functions in the government in our country.This paper takes the transformation of government functions in the development of non-government hospitals before and after the new reform of health care as the research object, by studying the theoretical basis of the transformation of the government functions, draw lessons from advanced theory and practical experience in the western countries. In the aspect to promote the development of private hospitals, this paper also analyses the macro environment and how the government functions shift accordingly. The current situation in our country is that excessive government intervention to non-government hospitals, lack of market adjustment. In the paper, I summarized some key problems that the transform of government functions had before and after the new reform of health care:the first is that the access to non-government hospital policy is very stringent; the second is that no broaden the investment and financing policy of the non-government hospitals; the third is that there is lack of preferential tax policy for non-government hospitals and the implementation does not reach the designated position; the fourth is non-government hospitals do not have sufficient evaluation and research project as public hospitals, which is not fair; the fifth is that there is lack of public health insurance scheme in non-government hospitals.This paper hope through the research of transformation of government functions in the development of non-government hospital status quo and existing problems, study how to promote the transformation of government function in a better way and put forward reasonable suggestions, in order to promote the development of non-government hospitals and even give a positive influence on the entire medical industry.
