A Study Of The Functions Of Government In The Development Of UrbanCommunity Health Service

In recent years, the government has concentrated on medical and health system reform, for the goal that everyone is entitled to basic health care services. Overall, the cause of the relationship between the medical and health well-being of millions of households is a major livelihood issues. Deepening of the medical and health system reform, speed up the development of medicine and public health to meet the people's growing demand for medical and health. The problem of "difficult and costly access to health care services" has not been remarkably relieved. There has been a general complain for years since the formal reform in medical care system. The fairness and accessibility of public health service system have been damaged. It affected the public health and stability of society. In the new health reform program, government has proposed to the five key areas, including the basic medical security system, national essential medicines system, grass-roots health care service system, equalization of the basic public health service and pilot reform projects of public hospitals. As the key part of the primary care and health service system, community health service (CHS) system plays a role of "double shading". Promoting CHS could optimize the urban health service, facilitate the public to see doctor, and reduce the burden of health service, and establish the harmony between doctors and patients. It should adhere to the policy of regarding prevention as the main task and the rural areas as the focal point, and promote institutional innovations, so as to construct a basic health care system covering urban and rural residents, continuously raise the health level of the entire population, and promote social harmony.In the decade, with the reality of Yunnan provincial, Kunming's government achieved some performance on urban health care system. However, there are lots of problems in this field, because of the reasons which due to social, economic, and cultural development and other factors. This paper analyzed and discussed "what's the inadequate of government in developing community health services" and "What's the Functions of government should play". Based on the theory of Government-Market, Public Goods Theory and Government Functions, the paper supposed to study the government functions in CHS. The paper takes a community of Kunming as a survey case. In this paper, we discussed and found the issues of the development of CHS. The function of government in CHS is major problem. The result of study in order to offers the reference to making policy of urban CHS.A community health service is ultimately a major livelihood issue. Efforts should be made to the responsibility of the local government, establish the dominant position of the government in providing community health services. The government plays the dominant role in CHS, and works for the development of CHS. As the representative of the public interest, governments play the dominant role in the CHS, which determined by the community health service properties. There are five functions of the government should be made. First, Health Security Functions, establishing and improving the basic health care system covering urban and rural residents. Second, Purchase Service Functions, establishing a well regulated medical and health service charges in public hospitals. Third, Resource Allocation and Planning Functions, government plays an active role in market failure. Fourth, Supervision and management functions, adjusting and inhibiting market failure in health services. Fifth, Nurturing and Guiding the Market functions, market mechanism should be introduced in health services. In details view, government should play the role of leadership, finance, institutional supply and management in health services. Efforts should be made to set up the market of CHS by government. The public polices of CHS should be made varied from place to place. Establishing a coordinated and unified CHS, efforts should be made, firstly, to transform the function of government, secondly, to improve institutional mechanism, to ensure effective and well regulated operations of the health care system, thirdly, to take the market mechanism into the health care system, fourthly, to improve competitiveness of CHS by constructing themselves, to make "Six in One" work.
