Controling the size of the public hospital is the key of the reform from 2010. Health and Family Planning Council don’t allow public hospitals to increase hospital beds before the "Medical and health service planning (2015-2020) " promulgated. The State Administrative Bureau of TCM and Materia Medica also put forward to contral the size of hospital of traditional Chinese medicine.Objectives:The overall objective of this research is to estimate the appropriate size beds of government-run hospital of tradition Chinese Medicine, through analyzing the current situation of these hospitals scale, and analyzing the efficiency and the scale efficiency of these sampales of the government-run hospital of tradition Chinese Medicine.Contents:This study analysis the current situation of government-run hospitals of tradition Chinese Medicine scale and development trend of the scale; Select the appropriate input and output index for Data Envelopment Analysis and C-D; Analysis of the different levels of traditional Chinese medicine hospital efficiency, scale returns; Measuring different levels of Chinese Medicine Hospital of appropriate size and scope of beds; Establish different levels of Chinese Medicine Hospital beds suitable model. Method: Through literature research, this study reviewed the related literature at home and abroad, and at the same time, The analysis of traditional Chinese Medicine (TCM) hospital scale method was determined; This study analyze the operating effifiency of TCM hospital by Data Envelopment Analysis; analyzing the contribution of the labor and capital of TCM hospital by Cobb-Douglas production function; Determining the appropriate size of TCM hospital by the inflexion points recognition method; Using the linear regression method to establish appropriate model of the bedResult:1 The number of government-run hospitals of tradition Chinese Medicine is 2543 in 2013, and there is a total of 621089 beds in 2013; the rate of increase in beds is 8.42%from 2002 to 2013.2 Determining the evaluation indexes for the hospital. Input indicators include number of hospital beds, the number of medical practitioners, medical cost, and grant from the state. Output indicators include general income, the total outpatient visits, and number of discharged patients.3 The average of economies of scale for TCM hospital is 0.8612; the percent of 37.34% of TCM hospital is in the state of dimising scale; in the opinion of the result of projection, TCM hospitals can save 96658 beds in 2013.4 The standards for tertiary government-run hospitals of tradition Chinese Medicine is 483 beds,95%CI:(431,547); The standards for second-class government-run hospitals of tradition Chinese Medicine is 162 beds, 95%CI:(141,183).5 The model for tertiary hospital is Y(discharged patients)=-190.304+33.745X(number of hospital beds); The model for second-class hospital is Y(Discharge total bed day)=1153.538+432.960X(number of hospital beds); The model for first-class hospital is Y(discharged patients)=-249.63+35.45X(number of hospital beds).Conclusion: 1 The scale of trational Chinese medicine hospital beds are growing fast. On the one hand, the tertiary hospitals of traditional Chinese medicine are growing fast; One the other hand, the average beds of the hospital of Traditional Chinese Medicine are growing fast.2 Analysis of the efficiency of the hospital by Data envelopment analysis (dea), we should be based on the characteristics of the hospital to screen of input and output index.3 The scale efficiency of the hospital of Traditional Chinese Medicine is very low. And the beds surplus phenonmenon of the hospitals of traditional Chinese medicine is relatively serious.
