It's a little later when China began to establish its CHS (Community Health Service) system. Even though our country have built up its CHS system and achieved high appreciation after about more than one decade of exploration and practice, we also have a lot of work to do due to lack of mechanism in operating and development from overall inspections. Now we've encountered a crucial period of development for the residents to build up its CHS system, and provide high-quality community health service is the no shirking responsibility of the government. I think its valuable in researching of the responsibilities of the government in CHS system constructions; moreover it's the key factor which affects the speed of CHS development.This article analysis the CHS attributes and delivery in depth from the theory of Public Production and the Function of the Government aspects; based on the inspection of CHS system developing status, combined with the successful experiences of domestic and overseas government in CHS system construction, we achieve the position of the government function in CHS system construction: Policy and Criterion making, Management and Leading, Financial Support, Talent Cultivating, Supervision, Market Cultivating etc. China put forward at this stage in the construction of CHS to achieve the functions of government channels.
