Heath is one of the basic civil rights. The importance that has been put on health has led to the emphases on medical and sanitary service and guarantee of health. All the governments are making efforts to establish a medical care service model that is compatible to the political and economic system and tradition. This dissertation, theoretically based on the theory of Public Goods, focuses on the responsibilities and implementation ways of the government in medical service, and points out that the public-society oriented medical service is a continuum between pure public and private commodity, which determines the function of government in the medical service is neither almighty nor ignorant. The government, the society and the individual all share their respective responsibilities in the medical care service. The author of this dissertation firstly explore the vicissitude and direction of government's responsibility in medical care service from the aspects of demand and supply, that is, from almighty to ignorant and limited responsibility. Secondly, responsibilities of four countries, the U.K., the U.S., German, and Singapore, are examined. They all share a common trend of development that is towards limited responsibility with a combination of"visible hand"and"invisible hand"to meet the requirements of civil multilevel needs of medical care service, although they have different national situations. The government should improve the impartiality and efficiency of the medical care service with certain regulations, the key points being the government's appropriate and effective intervene into the medical care service. To realize its function, the government should not only augment the budget of medical service but also figure out what are the ideal ways to intervene the service. In detail, the government is to undertake four responsibilities, namely, to clarify the divisions and limitation of medical needs and make according ways of guarantee; to improve the reform of medical service organizations and establish multi-supply subjects; to eradicate urban-rural boundary and make up a universal medical service system; to perform as a supervisor and form a system of supervision in the arena of medical service.
