Objective:This research through the establishment of a comprehensive set operable evaluation index system of the new rural cooperative medical insurance, and analysis of the operation effect of the new type of rural cooperative medical care.Method:Using Epidata3.0data entry,Using Spssl3.0analysis the data.Using Delphi method to establish evaluation index system of the new type of rural cooperative medical.ResuIt:(1) Initial Index System:the index system including four level indicators,Four level indicators including Fair,Quality,efficiency,sustainability;12secondary indicators including social equity,medical service quality,satisfactiond and so on;Thirty-two tertiary indicators including Ginseng to rate, Poor service rate and so on.(2) Effect of the evaluation results:From the survey data can be seen the comprehensive score ranked first is Wuqia County,The last is zepu county, the best efficiency county is EMin,The best quality is ALeTai city,YeCheng is the best Sustainability county.the average score of53counties is0.667.Conclusion:Management and supervision is an effective and important links of the new rural cooperative medical,Effect evaluation is the most important part of the new rural cooperative medical.so,Establish a reasonable and scientific evaluation system is crucial.Each county run steady,Fairness difference is smaller,It remains to be further improved,Overall efficiency is low,Mainly reflected in the hospitalization cost is high,Quality at the stable stage,Improve patient satisfaction is an important part to measure the medical service quality,Sustainability is not optimistic,Performance in the insurance fund for overdraft,Increase financial investment,Change the mode of financing,More policy support,In view of the actual situation,Adjust measures to local conditions should be put forward,Ensuring the efficient operation of New Rural Cooperative Medical System.
