Performance evaluation is an important tool and means to managehuman resource and achieve strategies of medical institutions. There existsa close connection between performance evaluation and ethics. As toperformance evaluatino in medical institutions, there are many theoreticaland practical problems needing to be solved from ethicaldimension.Through literature analysis, the domestic and foreign researchabout the relationship between performance evaluation and ethics is mainlythe relationship between performance appraisal and fair, performanceevaluation and satisfaction. At the same time, the ethical problems existingin performance evaluation in medical institutions is elaborated from theorganizational level and position level. At the organizaitonal level,performance evaluation of three stages of hospital-department-position isincomplete and lack of value coherence. Performance evaluation methodsdo not truly realize the unity of means and purpose. A large amount ofPerformance evaluation indicators have a bias towards financial index. Atthe position level, impact of medical staff’s satisfaction on performance evaluation is ignored. Position performance evaluation is mainly onmedical personnel instead of staff of function departmens. Improperrelationship between government and market and technical factors ofperformance evaluation both contribute to above problems, so it’snecessary to make a study on performance evaluation from the ethicaldimension. Most importantly, intersts relations make it feasible to do thisstudy. The public medical institutions should establish and improve areasonable performance evaluation system, construct a performanceevaluation system which contains ethical dimensions, and follow theprinciples of fairness and justice, the principle of public welfare,people-oriented principle and rational benefit. Jiangbei district publichealth bureau tried to do quantization of medical ethics, and incorporated itinto performance evaluation. After one year period of trial, related situationwas analyzed and theoretical reflection was done.
