Research Ordos City Public Hospital Reform

Deepening the medical and health system reform is a worldwideproblem, is one of the hot social issues of interest to people, countrieshave experienced different reform stages. Public hospitals are in theleading position in the medical service system in our country, is the mainplace for the people to see a doctor, the successor to provide basicmedical and health services to the masses of the task, is the embodimentof the main carrier of public government. Public hospital reform successor failure is directly related to the deepening medical and health systemreform. In2010, Erdos city is listed as one of the two pilot areas ofreform of public hospitals in the Inner Mongolia Autonomous Region,the most fundamental purpose is to solve the problem of difficult,expensive medical problems, to achieve universal access to basicmedical and health service requirements. But in the government’s limitedfinancial input, system and mechanism to break the old reality, how toreverse the profit behavior of public hospital, construct a new medicalorder, return to public welfare has become an urgent problem to solve.This paper is based on the public goods theory, the new publicmanagement, new public service, from the current situation of publichospital reform Erdos, profits from the domestic and foreign publichospital reform of theoretical research and practical experience, theachievements made in the reform of public hospitals based on ErdosCity, further from the effective supervision of the public welfare ofpublic hospitals, medical resource desalination configuration is notreasonable, basic medical and health services ability is poor, the basicmedical security system is not sound, lack of performance evaluation ofpublic hospitals, public hospitals was not established, hospital reform existing problems and their causes in the analysis of the Erdos public.Aimed at these problems from the responsibility of rational investment,optimize the allocation of public hospital layout, deepen system reform,establish and perfect performance evaluation system in public hospital,establish effective health care expenditure control mechanisms of thesefive aspects for the future reform of public hospitals Erdos suggestions.
