Research On Compensation Mechanism Of Public Hospitals In ZJ City Under The Background Of New Medical Reform

Public hospitals in our country belong to public welfare institutions.Its purpose is not to make profits,but to provide safe,effective,convenient and affordable health services to the masses.Public hospitals undertake many social functions,protect people’s health,maintain public health services,and promote the development of medical science and technology.Since the reform and opening-up of China’s medical and health system,many problems have been encountered,such as insufficient government investment,lagging management mechanism updating,unreasonable compensation mechanism,inadequate supervision by relevant departments,etc.Therefore,public hospitals are now operating on their own,taking responsibility for their own profits and losses,and becoming increasingly profitable.At present,people’s "difficulty" and "high cost" in seeing a doctor have always been a major obstacle in the process of building a harmonious society,and are the focus of national attention.To sum up,it is imperative to carry out price reform in public hospitals.Since ZJ started the reform of compensation mechanism in public hospitals,many effective measures have been taken,such as abolishing drug additions,adjusting service prices appropriately,and clarifying the responsibility of the government to run hospitals.This paper mainly uses literature research method,comparative analysis method and field investigation method.Through the search for relevant policies,journals and other materials,combined with the reform and evolution process of public hospital compensation mechanism at various stages,through data analysis,it summarizes the compensation mechanism reform of ZJ public hospitals.The problems and reasons existed in the paper,and proposed countermeasures to optimize the compensation mechanism of public hospitals in ZJ City: First,the government must determine the public welfare nature of public hospitals,implement actual compensation into the operation,and continuously increase the proportion of government investment;secondly,establish and improve the compensation system of public hospitals,improve and strengthen financial compensation methods;secondly,coordinate with stakeholders to synchronously promote price adjustment and reform;fourthly,build a suitable medical uniform for public hospitals.Fifth,improve the evaluation system of public hospitals to ensure the healthy operation of hospitals;finally,strengthen the supervision of the medical industry and establish anti-corruption mechanism of medical purchase and sale.In order to promote the better and faster development of public hospitals in ZJ,so that all ZJ citizens can share the achievements of reform and development.
