The Construction Of Public Hospital Performance Evaluation Index System On The Basis Of Improving The Service Efficiency

There is still some room for improvement of the service efficiency in public hospitals despite the restraint of traditional management model. The scientific and reasonable performance evaluation index system is a good helper to improve service efficiency and the construction of such system serves as a significant guarantee to carry out the performance management work in the hospital. Aimed to improve the service efficiency, this paper employs literature study to explain the reasonableness of service efficiency at the first place, and analyze some further issues in public hospitals, such as unreasonable allocation of health resources, unsound system of compensation mechanism, surge in medical cost and mounting tension between doctors and patients. Afterwards, based on the analysis of performance evaluation index system in hospitals from domestic and abroad, taking AZ hospital as an example, through drawing Fishbone Diagram, consulting experts and adopting method of Analytic hierarchy process using the key performance indicator method, we suggest a representative evaluation system aiming to improving management efficiency, cost efficiency and social efficiency. This evaluation system providing overall performance evaluation in hospitals serves to improve the service efficiency in public Third-level grade-A general hospitals, and it also can be used for reference to manage the public hospitals’ performance in the future.
