With the social and economic development of China, people's medical and health needs are growing. However, due to various reasons, "difficult to see a doctor, expensive to take medical treatment" is a prominent problem in medical and health services. And that highlights the contradiction between the ability of medical services and people's increasing demand of that. With the gradual deepening of Healthcare Reform, government has gradually established a dominant position in this area. Further improve the operational mechanism for health care, increase health care investment, strengthen the management of public hospitals to guide and regulate the conduct of public hospitals, and urge the public to ensure that public hospitals perform the duties of public good, that is one of the main tasks of the government to deepen the reform in the future. Adhere to the Scientific Concept of Development, focus on the needs of the whole hospital building, and seriously grasp the objective laws of hospital development, to further enrich the connotation of development then innovate the Performance Evaluation in Public Hospitals, that is the effective measures to solve that "difficult to see a doctor, expensive to take medical treatment" problem. Thus, it is particularly important to recognize, re-assess and determine the performance as well as social effects of public hospitals. Then build up the system of Performance Evaluation which can indicate the mission and characteristics of Public Hospital with appropriate evaluation model, strong adaptability and operational evaluation of the content of the system. However, the current public hospital performance evaluation system focuses on the management of the economy, far from meeting the Government's monitor and evaluate request to public hospital. In this case, it is of great realistic significance for promoting hospitals reformation and development to strengthen the supervision and management of the hospital, and set up a scientific and rational performance evaluation system for hospitals.To this end, with horizontal and vertical quantitative evaluation of survey data this study select the simple, practical method of evaluation then analyze the evaluation result to find out the existing problems and gaps. The primary data used in this study is secured through a retrospective and questionnaire survey in Qingdao from 3 third-class general hospitals and 3 secondary hospitals. On this basis, this study shows how to use statistical methods for various types of data processing and quantitative analysis, establish a performance evaluation model for public hospitals and start Public Hospital Performance Evaluation. Finally, it put forward countermeasures for the problems so that government department gets scientific, comprehensive and objective Public Hospital Performance Evaluation.In this study, the Public Hospital Performance Evaluation Index System is in the design of highlighted patient satisfaction, health care quality, health care efficiency, social responsibility indicators and their weight, weakening the financial indicators, performance assessment of traditional indicators of a larger innovation. This study points out that this System and the hospital should be designed consistent with the nature of the public welfare. Hospital performance evaluation system should meet two adaptabilities. That is to say the "Three-advantages" should be adapted to socialist market economic system as well as "Guide to evaluation of hospital management" .The three-advantages means that should be beneficial to health reform and health development, should be conducive to people's increasing diversification of the health needs of multi-level, especially on medical needs; should be in favor of hospitals and medical staff to mobilize the enthusiasm, initiative and creativity. It is the basis of establishing a scientific, objective and fair Hospital Performance Evaluation Index System to strengthen the basic work of the hospital. It is a safeguard of ensuring the efficient implementation of Performance Evaluation to establish the implementation of the Performance Evaluation system. This thesis also points out that the result of Hospital Performance Evaluation should be open, in order to enhance the core competitiveness of the hospital. This study brings forward to build a Star Hospital System in our country with drawing on advanced international experience and so on.
