Since the process of Reform and Opening up, A series of reforms were taken on themedical system. Including the decentralization of government and the marketization ofmedical industry, the pharmaceutical tendering system and national essential drugsprotection. But unfortunately, Increasing reform did not bring the rise of level ofmedical services that masses enjoy. The complain of the difficulty and the high expenseof see a doctor is so much, This article would research the medical system from theperspective of the unspoken rules, show you our country’s health care system in anotherperspective.First, the article use the content of the New Institutional Economics, Carried outthe definition and classification of the unspoken rules on institutional economics,Analyzing the feature of unspoken rules, Then, the article reviews the medical systemon the beginning of the country and show us four reform of medical system. Analyzingthe advantages and the shortages of the existing medical system with the vision of theprocess and the focus of the reform.Secondly, the article considerate the meaning of the unspoken rules on InstitutionalEconomics, Then contacts the behavior selection of economic agents in our existinghealth care system. Come to the conclusion that our health care system will give birth tothe unspoken rules, Finally, the paper also compares our health care system to thethree different typical health system and gives the corresponding comments andsuggestions. The fifthchapter which is on the basis of Chapters II and III analysis of the generation of theunspoken rules in the existing health system.
