Research On Problems Of Non-state Owned Medical Institutions In Wenzhou

With the development of our social economy, people’s living standards gradually improve and the demand for health care services rapidly grow, thus people put forward the new and higher requirements to the health care service system construction. The Third Plenary Session of the18th Central Committee’s "DECISION" points out that will encourage the social medical and provide priority support for non-profit medical institutions. And if there is resource scarcity and a range which can meet diversified service requirement, social funds can be input directly. Participate in the restructuring and reorganization of public hospital via various forms. The "DECISION" clearly expresses that social capital run medical is an important part of our health insurance system construction. According to our "Twelfth Five-Year Guideline’s the health career development programming requirements, promote the social capital is the main step and even direction to improve and promote the reform of medical system and the construction of medical security system in our country. However, social capital run medical development history is still very short, its relevant laws and regulations together with relevant policy not yet formed perfect system. So how to promote its development becomes a problem that should be solved urgently.This article attempts to study the practical situation of social capital run medical development in Wenzhou, analyze its development history, main pattern and relevant policy etc. then combine the existed problems from all aspects including its development programming, policy supporting and implement, technical personnel team construction and private hospital development etc. by means of literature summary, data analysis and policy comparison etc, in the way of combining Qualitative quantitative, but mainly in qualitative way, to analyze and tidy up its status and problems, then make further analysis to its existed crucial reasons like insufficient social capital development, slow policy implement or ineffective policy result, impressive and unforgettable impression of private hospital, poor technical personnel circulation etc. So as to put forward various suggestions and measures such as improve social capital run medical development programming, encourage to develop non-profit social capital run medical institution, reinforce social capital run medical institution talent team construction, scientifically lead social capital run medical institution into diversity development, standardize social capital run medical institution’s supervision and management.Based on Wenzhou social capital run medical development status, focusing on its existed problems, and considering social run medical institution especially private hospital’s development requirements and characters, this thesis presents the suggestions and measures to promote social capital run medical development in Wenzhou. Sincerely hope that this study can help the theoretical exploration of social capital run medical development go further, to provide a theoretical reference and basis for Wenzhou social capital run medical development decision-making and promote its rapid development.
