Study On Forest Management Plannings Of Fangcheng District Under The Framework Of Development Priority Zoning

Forest resource is the foundation of ecological environment. Rational utilization of forest resources is the key of social economy development in harmony with the environment construction. Exploring how to carry out forest management plannings to improve the quality of the forest and its ecological environment and promote the forest sustainable development has important theoretical and practical significance. In this paper, based on the results of Fangcheng District forest management inventory in2009, the present situation of forest resources and management and their existing problems of Fangcheng District were being analyzed. Plannings of development priority zoning, forest management layout and activities which are the major subjects of Fangcheng District forest management plannings from2010to2020were undertaken by using the methods of systematical cluster analysis, k-means cluster analysis, analytic hierarchy process (AHP) and expert evaluation. The main results were that:(1)The forest coverage rate of Fangcheng District was high which reach to 64.3%. The forest age groups structure was not rational as well that young and middle aged forests make up72.6%while the mature and over-mature forest made up14.5%of the arbor forest. The tress specie was single of a plantation. Since the forest management was not intensive enough and the forest land was uneven distributed, the standards of forest land utilization and management needed to be improved.(2)The index system of development priority zoning was built by choosing7indexes like development intensity, ecological importance, importance of agricultural and forestry production, and so on, about development status and potential, bearing capacity on resource and environment of the township. The development priorities of the regions of Fangcheng District were oriented and the regions were divided into3development priority zones:prohibited development zone, restricted development zone and key development zone, by using the systematical clustering analysis method.(3) Fangcheng District was regionalized into7forest functional areas with according to the exerting function and the management purpose of forest by k-means clustering analysis method. The scope of each function area and its dominant function was clearly claimed.Through analysis of the present situation of the forest classification layout, suitable management strategies for public and welfare forests were putted forward. The forest of Fangcheng District was divided into4management types on the basis of forest classification management, development priority zoning and forest function regionalization layouts. The4forest management types are strictly protected type, special protected type, conservatively managed type and intensively managed type, respectively, according to the forest’s categories and functions from the perspective of the social and economic requirements and the dominant direction of forest management.(4)The evaluation index system of forest site quality classification was established by screening natural factors and relevant management conditions that are closely related to vegetation growth. And then the forest site quality of Fangcheng District was calculated, ranked and evaluated with methods of analytic hierarchy process, expert evaluation and GIS buffer analysis. The results indicated that the forest site quality of Fangcheng District was below average when the Ⅲ and Ⅳ level forest lands were dominant. On the basis of the evaluation results, suitable management and measures for forest lands of different site quality levels was suggested accordingly.(5)According to the present situation of forest resource and the forest management objective, the forest lands, open forest lands, shrub lands and immature forest lands within the scope of Fangcheng District were divided into12forest working groups of silviculture and reasonable working measures were arranged for each group. Based on the current situation of the forest structure and quality, some reasonable cultivation measures for public and welfare forest were carried out.(6)The forest cutting volume was calculated and arguments were then made for the reasonable yearly cutting volume through cutting volume measurement, forest structure adjustment and forest growth. The arguments determined that the reasonable yearly cutting volume was of420000cubic meters which included harvest cutting volume of401410cubic meters. Clear cutting, selective cutting and gradually cutting deforestation were arranged according to the situation of Fangcheng District forest.(7)Based on the characteristics of Fangcheng District, a series of measures for forest conservation and forest recovery were proposed at the end of the paper.
