Forest is important component of the terrestrial ecosystems and they are also the basic and important materials for the development of the human society and the evolution of the ecosystem. Forest fires, especially those large and highly destructive ones, can be defined as the abnormal phenomena of uncontrolled forests burning, which lead to serious damages. The burning mechanisms of great forest fires are complicated, and it is difficult to control those forests fires by humans. So the research on managing forest fires, especially on the emergent management of putting out forest fires is an important task we have to encountered. KDD(Knowledge Discovery in Databases), coupled with its methods are introduced into our research. Our research has been centered around the forest fire,risk and emergency management, and done systematically and deeply. The new theories, methods and techniques for the research and practice on the forest fire managements are put forward by using the risk management and the emergence management theory.The study area is located in the Inner Mongolia Daxinganling forest zone, the research has been focused on the analysis of the forest fire, risk analysis and the extinguish fire, by using the KDD, risk management and the emergency management theory, by using the 3S (GIS,RS,GPS), statistic analysis, the theory of meteorology and the fire ecology and other basic theory, technology and methods, an analysis has been made on the forest fire in inner Mongolia Daxinganling forest zone and the relations of the fire expansion, happening, spreading and the relations of the environmental factors, the risk management of forest fire and the emergent management of helping disasters are studied. the great forest fire of Aershan happening on "5.13" in 1998 and how to deal with the situation typical case analysis.The main achievements of the research are as follows:1. The pretreatment of the forest fires date. By applying the KDD to pretreatment date, the reason of qualitative analysis and quantitative analysis date on the high side is analysis, eliminating the noise date of the forest fires, the problem of losing date of forest fires are2. utilizing the three crucial techniques of KDD, studying the correlations between the spreading of the forest fire and the weather factors, as well as the forestry factors, new knowledge of forest fires has been obtained by exploring and analyzing the above materials , the crucial technique problem of dealing with forest fires weather date by KDTIM(Knowledge Discovery Theory Based On Inner Mechanism) has been put forward.3. Introducing the risk management into the forest fire research, clarifying the concept of risk management of the forest fire, putting forward the methods and measures of judging , analyzing, evaluating and forecasting, controlling and dealing with the risk of forest fires, introducing the risk evaluation pattern of the forest fires, which is based on fuzzy integral, expounding the main measures for controlling and dealing with the risk of forest fires.4. Employ emergency-handling principle and method to systematically study the emergency-handling matter of forestry extinguishment so as to avoid disaster as well as to explain the definition of the emergency-handling matter of forestry extinguishment so as to avoid disaster and the decision-making of emergency-handling. The paper also is focused on the explanation of prevention and emergency-handling preparation, supervision and alarming of emergency, emergency reaction and handling, the content method and requirement of after-handling and evaluation. Clarify the grading and standard of the emergency-handling matter of forestry extinguishment so as to avoid disaster. It suggests some methods to cope with the emergency of the most serious fire and structure the model of force arrangement in case of the most serious forestry fire by exploying the principle of diversity of multiple linear regression analysis method.5. To employ the theory and study result of the analysis of factors affecting disaster caused by forestry fire, the analysis of disaster damage and emergency-handling to save disaster to systematically analyze the handling process of 1998's "5.13" serious forestry fire in Ar Mountain. It shows a case study in point from the perspective of the combination of theory and practice, and gives a systematic summary, scientific analysis and complete evaluation of the situations of the emergency-handling of the serious forestry fire.The innovations of the paper lies in the following aspects: 1. For the first time in the factor analysis of forestry fire disaster, the crucial technique of KDTIM is used and by the means of it, more profound forestry fire knowledge is explored.2. It pioneers to introduce danger and danger-management to the area of the study of emergency-managing of forestry fire disaster, suggesting clearly how to judge and analyze the disaster caused by forestry fire, how to evaluate and predict and situations, how to control and handle such situations.3. It systematically and completely explains the definition of the emergency-managing of forestry fire extinguishment to lessen damage, its principle, purpose, categorization of stage and the main content. It puts forward clearly the grading and standard of emergency response in case of forestry fire extinguishment and the model of force arrangement in case of such situations, which is quite new and innovative in the study of national disasters caused forestry fire.4. It applies the method of danger management of disaster caused by forestry fire and the emergency-managing theory of fire extinguishment to analyzing and evaluating a case in point of most serious forestry fire in a complete, systematical and scientific way, which is original and in the area of disaster caused by forestry fire and its emergency-managing study.
